inst. from York, just to hand, I am to tell you
that the 1,600l. which you first paid for the Danish
Forces is not intended to be any part of the 4,000l.
or 5,000l. ordered by my several letters, but that
sum is to be paid over and above the [said total of]
9,000l., thus making 10,600l. in all. And if you
can pay Mr. Fotherby for the said Forces, or get
him credit for any further sum not exceeding
10,000l. it will be a very acceptable service to the
Treasury Lords. They will take particular care
that Mr. Herriot be enabled to comply with your

(2) Whether Shales or some persons by his order
did not contract with some owners of vessels or
merchants for their ships or vessels to be taken
or hired for the King's service ; if so, what the
names of the persons and vessels ; the bigness of
same ; for what freight by the month ; whether
the said price was reasonable ; whether the ships
so hired were immediately laden or otherwise
employed in the King's service ; if not, how long
they lay idle or unemployed at the King's charge ;
and whether he or his employees did not frequently
exact or take from such owners a reward for hiring
said ships and if so what and from whom.

(3) Whether Shales bought any considerable
quantity of hay for the King's service in order to
the transporting the Troops over [to Ireland] : if
so, how much and at what price, and whether
good and sweet in condition and at reasonable
price according to the rates of that country [about
Cheshire].

(4) Whether a vessel freighted with provisions
for the relief of Londonderry, called the Antego
Merchant, did not come some time this summer
into Hoylake, and if so whether Shales did not
direct her not to proceed in her said voyage for
that time and caused a considerable part of her
loading to be taken out ; if so what was the date
of her arrival, and how long she was delayed before
permitted to sail.

(5) Whether another ship of 300 tons burden
did not also come into Hoylake from Bristol laden
with provisions for the relief of Londonderry ; if
so, what time she came and whether she was not
directed to continue there several weeks by Shales's
order ; whether the master did not produce a
letter or warrant under Shales's hand requiring
him not to depart ; whether said master did not
divers times and to several persons complain and
lament his being hindered to pursue his said voyage
whilst the weather was good and the days long
and whether at last, the said vessel being so long
delayed till the month of September, was not cast
away upon the Isle of Man by a violent storm and
the master, part of the crew and all the lading lost.

(6) Whether said Shales or some in trust for
him did not trade by way of merchandise and
carry over into Ireland divers commodities [such]
as salt, hops, tobacco, tobacco pipes, wines, brandy,
corn etc. or caused same to be sold there ; and
whether he did not by threats detain and prevent
others from carrying over [to Ireland] divers commodities
for relief of the Army ; and whether he
did not refuse a considerable number of shoes that
were then ready at Chester and [refuse to] cause
them to be transported into Ireland for the supply
of the poor soldiers there, though there were many
opportunities for it before they were imbarqued.

(7) What number of horses have been seized
from the Papists in cos. Lancs and Cheshire and
elsewhere in those parts ; when, by whom and how
same have been disposed of and whether their
Majesties have not been ill dealt with in all that
matter and by whom.

(8) Send for all persons capable to inform you
of the full of this matter, especially Mr. Robert
Twigg. Certify all your examinations, depositions
and proceedings in parchment into the Exchequer.
