Same to Mr. Hewer enclosing the petition of Ewald Tessin as follows. It is the King's pleasure that some small thing be from time to time given him. You are to report how it may most properly be done. Ibid.
Appending: Tessin's petition shewing that he has served [as] a principal engineer in the fortifications at Dunkirk and Tangier [for] 23 years and is now near 80 years of age and reduced to extreme necessity: therefore prays the King's order for 20s. a week out of Chelsea Hospital.

"Since your Majesty was pleased upon my information to direct my Lord Treasurer to call Dr. Pinfold to an account for the depositums and such money as he had received belonging to your Majesty there has been 600l. or thereabouts paid in by him, although it was pretended that he was not accomptable unto your Majesty. Now if your Majesty will be graciously pleased to permit me to prosecute an examination of what more he has in his hands I shall be extremely satisfied with such proportion of that residue as your Majesty shall please to allow me."
Oct. 11. Henry Guy to the Navy Commissioners. Treasurer Rochester has issued a warrant for a survey of the decaying trees in Sherwood Forest. You offer John Bowyer, one of the Purveyors of the Navy, as a fit person to view same. You are to send him down with all speed, as the season of the year admits of no delay. Same to William Hewer to stop out of the next pay that shall be ordered on account of the arrears of the late garrison of Tangier 11l. 1s. 2d., viz. out of the pay of several soldiers as follows: viz. Oct. 15. Henry Guy to the Customs Commissioners, enclosing Mr. Blathwait's letter [missing] and the King's instructions [missing] to Sir Edmund Andros, Governor of New England, concerning trade. Although they have received the King's signature you are to report anything material you have to offer. Out Letters (General) IX, p. 440.
Same to same. I am to put you in mind of what the Lord Treasurer lately said to you about guarding the coasts of the Plantations for preventing ships from carrying Plantation goods to any other places but England. You are to report what sort of vessels will be most proper for said guard. Ibid.
Same to Mr. Stephens [Cashier to the Navy Treasurer] enclosing two letters, one from yourself of April 1 last touching Mr. Taylor's 3 per cent. for commission and management on account of the stores provided by him for the King's [Navy's] service for last year. A bill is made forth for 354l. 16s. 4d. [hereon]. The other is from Mr. Taylor and therein he asks [similar] payment for that service in 1684, "the last year being satisfied to him out of moneys in his hands." You are to report hereon. Ibid, p. 441.

Oct. 16. Henry Guy to Mr. Sugar [Receiver of the sede vacante temporalities of the Archbishopric of York]. In yours of the 11th inst. concerning the lease of the [Navy] Pay Office in Broad Street and the 'Falcon' alehouse you say that you will submit to what the Lord Treasurer may order concerning the repairs of said alehouse. His lordship expects that it be done at your cost and in such manner as Visct. Falkland [Navy Treasurer] shall approve of. Have them done with all speed that there may be an end put to this matter. Oct. 18. Henry Guy to Sir Christopher Wren, enclosing a paper of general heads of some necessary repairs to be done in the Stables for their Majesty's service. Send the Lord Treasurer an estimate for same. Also you are to build a lodging over the coach houses for one of the King's coachmen, who as yet has not any such lodging. Same to the Navy Commissioners. In a letter of the 13th inst. Sir John Tippitts, Sir Richard Haddock and Mr. Sothern [Commissioners of the Victualling] inform Visct. Falkland [the Navy Treasurer] that you inform them you intend to begin the payment of the Yard and Navy at Chatham for the last quarter to-morrow morning and that you propose the payment at the same time of one of the former quarters in arrear. I am to inform you that Treasurer Rochester cannot at present order money for that former quarter in arrear. You are therefore to pay to-morrow the last quarter [only]. Ibid, p. 442.
Same to Sir Christopher Wrenn to have such work done in Lord Godolphin's lodgings at Windsor Castle as he shall appoint. Ibid.
Same to the Customs Commissioners, enclosing Sir John Buckworth's report made this day to Treasurer Rochester concerning the four Dutch prizes which were brought into Portsmouth by the Algerines. It is the King's pleasure that said ships and their ladings be restored to their former Dutch proprietors. You are therefore to receive the 3,000l. therein mentioned and send an account thereof to the Lord Treasurer; and see the rest of said report effectually put in execution. Ibid.
Warrant by Treasurer Rochester to the Treasurer's Remembrancer et al. to stay all process against John Biddlecomb and Francis Keeping, both of Longham in the parish of Hampreston, co. Dorset, in accordance with the privy seal of Mar. 11 last, they having always been persons of unsuspected loyalty and great sufferers in the former rebellion. All moneys levied on them and not answered to the King are to be restored and the respective sheriffs who restore same are to be discharged in accordance with the warrant of 1685, July 7, supra, p. 255. Same by same to same to similarly stay process against Eliz. Penfold, relict of John Penfold, late of Dorking, co. Surrey, who was in his life time a very loyal subject. Ibid, p. 365.
Reference by same to the Attorney General of the petition of Robt. Strickland, shewing that he has discovered that divers of the King's subjects have presumed to make parks and warrens without the King's licence and have enclosed great quantities of ground for that purpose; and that divers others who have had licence to make parks and warrens have added great quantities of ground thereto without further licence: therefore praying a grant of two [third] parts of such fines or compositions as shall be obtained from the misdoers [by petitioner at his own charge]. Oct. 19. Henry Guy to the Customs Commissioners. Send to Mr. Phillips's lodgings in St. James's House to seal up some goods in order to their being transported to the Princess of Orange. Out Letters (General) IX, p. 442.

Same to same. On Sept. 30 last I writ you as to the arrears of 10,122l. 7s. 1d. and Pley's debt. You have sent a state of the latter, but say nothing as to the former. It has been usual formerly for the Solicitor of the Customs to make a paper of all the suits and causes depending "which was presented frequently by the Commissioners of the Customs to the Lord Treasurer or Lords Commissioners of the Treasury for their information." You are forthwith to have such a paper drawn up and presented and do the same every term. Although the accounts of the outports are not yet made up, you have told the Lord Treasurer that the produce [of the Customs] at Michaelmas, 1686, will be less than it was at Michaelmas, 1684. Mr. Kent, the Customs Cashier, informs my Lord to the contrary. Report the reason of this difference. Ibid, p. 443.

The Attorney General informs Treasurer Rochester that the prosecutions brought by Mr. Stysted and Mr. Browne against Mr. Scawen and Mr. Lucas are upon informations of Qui tam in the name of the prosecutors. My Lord therefore cannot stop the proceedings at law for any more than the King's moiety. Ibid.

Henry Guy to Mr. Blathwayt [Auditor of the Plantations] enclosing the instructions [missing] for the Governor of New England, with the Customs Commissioners' report [missing] thereupon; also the printed form of a certificate and a paper of alterations [all missing] which they desire to be made in said instructions. Reference by Treasurer Rochester to Mr. Fisher [Deputy Surveyor General of Crown Lands] of the petition of William Coryton for a grant of the office of stewardship of the counties of the hundreds of West, Powder, Trigg, Lesnewth, Pyder, Kerrier and Stratton, co. Cornwall, parcel of the Duchy of Cornwall, with the fee of 6l. 13s. 4d. [per an.]; the said office having been granted 17 Aug., 1660, to Lewis Tremain, esq., and Nath. Lugger, gent.; the said Tremain being dead and Luger not likely to live long. Reference Book III, p. 389.
Royal warrant to the Attorney General to acknowledge satisfaction on record of two fines of 8l. and 40s. set upon Richard Cooper, junr., late of the parish of St. Pancras, victualler, Aug. 30 last at the General Sessions of the Peace held for the county of Middlesex at Hicks Hall, in St. John Street, upon indictments for assaulting and bruising Mary, wife of Edward Martin and for assaulting Sarah Aveling, spinster, with commitment to Clerkenwell till he should pay same: it being represented to the King that he is very poor and cannot pay said fines. Same to the Clerk of the Signet for a privy seal to be directed to the Treasury, the Master General of the Ordnance and the Customs Commissioners as follows concerning the importation of arms. By the Act of I James II, c. 8, the importation of gunpowder, arms, ammunition and utensils of war without licence is forbidden on pain of forfeiture: and that persons obtaining licences for such import by way of merchandise to make profit thereof other than for the immediate furnishing of the King's stores should incur penalties as therein. It has been represented by the Master General of the Ordnance that several quantities of swords have lately been imported and seized at the Custom House, but have by the Customs officers been permitted to public sale and not brought into the King's stores as they ought to have been. It is the opinion of the Customs Commissioners and the Attorney General thereon that before the said goods so seized can be transferred to the King's stores there ought to be a judgment in law for the condemnation thereof and that further encouragement than as in the Act ought to be provided for the officers seizing, that is over and above the moiety of the treble value given by the said Act. It is therefore hereby ordered that the Customs officers be vigilant and careful in looking after and seizing all such arms etc., and that same be proceeded against in the Exchequer in the name of the Attorney General and that on condemnation same be transferred to the stores in the Tower. The Customs officers are to give notice of any seizure to the Master General of the Ordnance. And the said Master General is to order payment to any such seizer of whatever reward he thinks fit for his further encouragement, not exceeding a moiety of the appraised value of said goods. Same to same for a privy seal to discharge the fee of 1,095l. due to the King from the heirs etc., of Sir William Hanham, late of Wimborne, co. Same, granting to Johnshall Crosse [sic ? for John Shallcrosse] and William Pyme licence to erect such houses, buildings and edifices on a slip of ground as follows, being portion of premises as follows, viz., a parcel of ground late parcel of St. James's Park, viz., a piece 462 feet long on the east side, 446 on the west, 417 on the north and 422 on the west [sic? for south]; which piece was heretofore granted by Charles II to Henry, Earl of Arlington, and his heirs and thereupon or on the greatest part thereof are lately built divers messuages and other buildings: the premises being situate in the parish of St. Martins in the Fields and abutting north on the road leading from Piccadilly to Knightsbridge, east upon a street commonly called St. James's Street, west upon the said Park, and south in part on the passage which lies between Mr. Rossington's new buildings and in part on Cleveland Garden, but there yet remains unbuilt a small slip thereof which lies on the north side of the said preimses which slip abuts north on the said road, west on the said park, east on a messuage lately built on the said parcel of ground and now in the possession of Joshua Beriff, south on a garden there of Andrew Card, gent.; which slip is about 80 feet long and 20 feet broad: all by reason that the said Johnshall Crosse and William Pyme stand seized to them and their heirs in the whole of the said parcel of ground so granted to the Earl of Arlington and have petitioned for leave to build on the said unbuilt slip thereof. Royal letter [to the Governor of New England] to give to William Blathwayt as Surveyor and Auditor General of the King's revenue in the said territory and to all those employed under him in the said affair all possible assistance; and to take especial care that speedy and effectual justice be administered in all causes that concern his Majesty's revenue; and to instruct all officers concerned in the said revenue to punctually and readily pursue such directions as they shall receive from the said Blathwayte and to transmit to him the particular accounts of the said revenue and to give all persons, concerned, to understand that as the King is graciously inclined to apply the revenues accruing within the said territory to the immediate support and security thereof so he is resolved to hold a strict hand upon the execution of their duties "and that their neglect therein will draw upon them the consequence of our just displeasure." This letter is to be entered in the public Register of the said Territory: all by reason that for the better support and protection of the several Plantations the said office of the Surveyor and Auditor General of the Plantations has been established for avoiding neglects and mismanagement by inspecting and bringing to a proper way of account all such rents, revenues and profits as belong and accrue to his Majesty as well in acknowledgment of his royal dignity as for the better carrying on the service and support of his Majesty's Government in those parts.
