said importer not knowing of the late order of
Council for prohibiting earthenwares. |

Hearthmoney to make an allowance of 41l. 1s. 7½d.
to George Finch, Gilbert Hethcote and Arthur
Shallet et al. traders to Barcelona, on the Excise
on certain overproof brandy; said allowance being
one tenth of the Excise thereon and as in consideration of the foulness thereof; Treasurer Rochester
thinking not fit to admit said brandy to pay duty
ad valorem (which would come to 76l. 14s. 2½d. less) as
is prayed by said merchants: the Excise Commissioners having reported June 15 last that they find
that brandies brought from Barcelona are bought
there by the merchants from the produce of the
manufactures of this kingdom exported hence and
not by way of exchange as French brandies are,
"whereby his Majesty hath an advantage by the
Customs for such home manufactures on their
exportation"; the said brandies being further
three fifths over proof but somewhat foul in taste
and not so good as common overproof brandy
imported from France by about a tenth: and
further that "although the encouraging of importation of brandy from Barcelona will not much increase
the importation of brandies in general because if
none were imported from thence you believe the
kingdom will be as plentifully supplied with brandies
from France and other parts as now it is, yet forasmuch as the bringing of brandies from Barcelona is
an increase of his Majesty's Customs by the
exportation of the manufactures of this kingdome
for the buying thereof" and as the brandies in
question are short in value of the overproof brandies
brought from France by about a tenth as above
and if it should pay the full duties according to the
Act must be sold to loss, therefore they advise
that said brandies be admitted ad valorem which
would be 424l. 10s. 1½d. or 76l. 14s. 2½d. less than
the full duty. |

Warrant by Treasurer Rochester to the Excise Commissioners to charge only 8l. 8s. 0d. per ton duty
on 12 hogsheads of rum sent from Barbados to
Robert Williamson, merchant, who asserts that
same is a very foul and imperfect spirit and not
fit for sale in this kingdom and that the duty of
brandy thereon would be near three times the
value of the commodity; whereupon the said
Commissioners have reported June 8 last that
Mr. Walker, the general gauger, and the officer
appointed to taste and try all brandies, etc. have
certified that said rum is of full proof but foul in
taste and smell and not worth above 16l. or 17l. per
tun at most, whereas the [brandy] duties amount to
26l. per tun; wherefore they advise only a duty of
8l. 8s. 0d. per tun on same. |

Report by Treasurer Rochester to the King on the
petition of Peter Mauger, merchant and inhabitant of
Guernsey, ut supra, p. 743, for permission to
transport wool thither. The Customs Commissioners have reported to me June 23 last thereon
that for several years past "they have not
transported the quantities allowed them by law,"
although the Governor [of said island] has been always
ready to grant licences for the quantities so allowed;
so that the Commissioners conceive there cannot be
that scarcity as is pretended for carrying on the
said manufacture. They therefore see no cause
for granting a particular licence to a private person
for so great a quantity of combed wool when the
quantity allowed by law for the Governor to license
(and he is the best judge of the people's necessity)
is not yet near exported. I fully agree herewith. |

Royal warrant, dated as above, to Richard, Earl of
Ranelagh, Receiver General and Paymaster of the
Guards, Garrisons and Land Forces, for payments as
follows for Chelsea Hospital. By the establishment of the Forces commencing Jan. 1 last the King
was pleased to make several provisional allowances
for such non-commission officers and soldiers as
have been disabled in the service. It is hereby
ordered that out of the money remaining in your
hands upon account of the deductions of two thirds
of 12d. per £ from the pay of the Guards, Garrisons
and Land Forces, or out of any other money which
you shall receive for the use of the Royal Hospital
near Chelsea you pay such moneys as shall be due
for the pay of the said non-commission officers and
soldiers from Jan. 1 last upon the respective allowances mentioned in the said establishment and
according to such muster rolls as shall be certified
by the Commissary General of Musters: and
further to pay 40s. a day to the person appointed
to receive and pay said money from Jan. 1 last
as reward for his service therein. And until such
time as the King think fit to establish Governors
for said hospital you are to receive the revenues
thereof and to pay such moneys as shall be due to
tradesmen and others for finishing that part of
said hospital which is now built and for erecting
such other additional buildings as the King shall
judge necessary and according to contracts to be
made: and you are to allow 2s. 6d. a day to the
person appointed to receive the said revenues and
to take care of the said building [operation] from
Jan. 1 last. And you are to make all other payments for the use of said hospital pursuant to
warrants from the Lord Treasurer. |

said letter purports a proposal for employing one

England. We have had before us a merchant who
has been an ancient trader to those islands "as
[? long as] the said Capt. Bee." We think it is
better for the King and the subject that the tobacco
be brought over in one or more magazine ships as
is proposed, provided the master of such ship do
first give bond to bring same to some port of
England, Wales or Berwick. Since preparing this
report Mr. Bish and Mr. Burrell have appeared
before us alleging they had something to offer against
this proposal. We desired same in writing and
have frequently sent to them for it, but hear nothing
from them. |
