Mar. 1. Henry Guy to the Customs Commissioners returning the petitions of Henry Allen and Sam Danvers. You are to report how far Danvers has paid Allen the debt mentioned in Allen's petition. Out Letters (General) IX, p. 282.
Same to the Mint Commissioners to charge George Macy with 25l. for the 12 packs of wool of Edward Jackson, said Macy being willing to accept them at that rate. Ibid.

"We understand the same to be intended as a tax upon the commodity in that country for the necessary support of the government and as such we conceive will not have any influence upon his Majesty's revenue or the trade of the kingdom." (b) Said letter of Blathwayt referring from the Committee of Trade and Plantations to the Lord Treasurer the instructions formerly given to the Governor of Bermudas by the late Company of those Islands, viz. as to whether same be fit to be continued at this time. (c) Copy of the clause of instructions [from said Company] to Col. Cony, Lieut. Goy. of Bermudas, touching the duty on tobacco. You are to propose to the Assembly that the duty of 1d. per lb. be settled on all tobacco, but so as we may lessen the duty to what proportion we shall think fit from time to time as the affairs of the government of the Islands shall require: and that no person be permitted to lade any tobacco on any ship or vessel before security given for the payment of our Customs and duties. [You are also to propose] the passing of fitting laws for the making of good, sound and merchantable tobacco for preventing the mischief which will otherwise ruin the trade of the islands.

Mar. 2. Reference by Treasurer Rochester to the Customs Commissioners of the petition of Tho. Nicholls for a landwaiter's place London port, his father having lost a colhery which cost him 2,000l. "by reason the horses that worked the same were by some of his Majesty's [Charles I's] officers in the north pressed, whereby the works were drowned and irrecoverably lost," and petitioner having served in several capacities in the Customs in Ireland. Cuthbert of Tangier for payment of the 700l. remaining of the 900l. due to him from the King on account of the mole, and that the 200l. which petitioner owes to the King for Excise may be stopped out of said 900l. for the mole and not out of petitioner's garrison pretences, "he having been forced to use that credit for his family's and his own support" petitioner being now going out of the kingdom [of England] and said 700l. being all he has to depend upon. (The like reference of an order in Council dated Feb. 26 last, referring to the Lord Treasurer said Carter's petition which sets forth his services in seizing several French shallops for exporting wool and the great obstruction and discouragement he met therein from William Eaton of Dover, who is himself a transporter of wool, by arresting and imprisoning not only petitioner's servant on a feigned action, but also Capt. Same to the Attorney General. On Dec. 9, 1684, the then Treasury Lords debated with you how to bring the lands in the Duchy of Lancaster under the inspection of the Treasury. You are of opinion that the best way would be for the King to convey all those lands to trustees and they to re-convey them to the King and so they would come into the Exchequer. The said Lords desired you to prepare such a conveyance. Treasurer Rochester desires you to prepare it as soon as you can. Ibid, pp. 284–5.

Appending: (a) petition to the King from John, Earl of Mulgrave, shewing that Queen Elizabeth by patent dated 1592, April 28, granted the manors of Mulgrave and Seaton and other lands etc. in co. Yorks, to Edm., Lord Sheffield, petitioner's great grandfather, the reversion whereof remains in the Crown; that by the law of the realm a tenant in tail in possession cannot charge the reversion or any person in remainder without the King's consent as he may in all like cases where the reversion is in any subject: therefore prays a grant of said reversion to enable him to make a jointure on such wife as he shall marry and other provision for his family.
