Same to the Justices of Peace of the several Counties and Corporations, &c. There were formerly sent you several printed copies of the Act for impositions on law proceedings, together with an order and resolution of the late Lord Keeper and divers of the Judges and others concerning the suppressing of unlicensed alehouses, which said order directed that persons licensed might duly enter into recognizances, and that such recognizances should be certified and remain of record in the Court of Quarter Sessions as is directed by the statute of 5 and 6 Ed. VI. By a letter from the late Treasury Lords, dated 1671, June 22, it was specially recommended to your care to put the said order in execution. His Majesty has let to farm the said duties to Peter Calverd, Samuel Vincent et al. In order that all due countenance may be given to them in collecting and receiving said duty, you are at the General Quarter Sessions hereafter to be holden next after Epiphany in every year to give notice to the said persons of the days and places you shall appoint for meetings for granting licences to alehouse keepers to the end the duty of 2s. 6d. may be duly collected and paid to the said Farmers or their agents. I especially recommend to your care the full and effectual execution hereof as also the suppressing of all unlicensed alehouses, assuring you that your care herein will be very acceptable to His Majesty. Treasurer Clifford to the King's Remembrancer to take care that no process issue against Sir Henry Croker for the arrear of 570l. due from him as paid to him by the Deputy Lieutenant of Wilts as part of a month's assessment for the Militia in co. Howard to the Customs Commissioners to consider the expediency of selling great quantities of wines remaining in certain storehouses of His Majesty's for lack of duty being paid, some of which have lain there a long time : the Lord Treasurer conceiving it better for said wines to be sold than to perish and come to nothing, besides the conveniency of clearing the storehouses. Treasurer Clifford to the Customs Commissioners. By the late warrant for an embargo none but English ships are intended to be stopped : but care must be taken that English mariners do not go out in foreigners' [ships].
In the case of prize goods taken by privateers they are to pay the rates set in any Act of Parliament as well as those contained in the Book of Rates.
In the case of the wrecked goods of Mr. Toriano and Mr. Bellamy they are to be reladen again and brought to their designed port and pay duty there.

Entry of the order of reference from Treasurer Clifford to the Customs Commissioners of the petition of Stephen Jackson et al. English merchants trading in salmon taken at Berwick. Entry of the reference to the Excise Commissioners of the petition of the Farmers of Excise of Kent, Essex Norfolk, Suffolk and Bucks for allowance of interest on their advance quarter's rent due at Lady Day, 1672, same being stopped because they had not paid 160l. to the town of Yarmouth for the North Sea and herring fishery. Treasurer Clifford to the Justices of Peace of co. Lancs. The Farmers of Excise of Lancs, have complained of an order by you made at your sessions directing every gauger, immediately after making his gauge at every alehouse keeper's house, to leave a copy of said gauge of every respective brewing with such alehouse keeper. Such order is against the letter of the law. For the Act directs the copy of the gauge to be delivered after the entry made by the alehouse keeper. This proceeding of yours is of a dangerous nature to the Excise revenue, which I give you notice of before representing the matter to the King in Council. I desire you, therefore, at the next Sessions of the peace for the county to make void said order. Warrants Not Relating to Money III. p. 239.
Same to the Earl of Essex, Lord Deputy of Ireland, about warrants for 7,445l. 5s. 5d., alleged by Sir Richard Bellingham to be delivered by his father to the Earl of Anglesey, as Vice Treasurer of Ireland, which said Bellingham prayed might not be applied to the said Earl's accompt ending 1667, July 2, viz., by way of discharge to the balance of said account : said warrants belonging to said Bellingham by virtue of his father's will. I desire your Lordship to give order that the said Earl's accompt shall not be declared until the matter of said Bellingham's pretensions to said moneys shall be heard, which hearing is appointed for Friday come three weeks, and until the King's pleasure be known concerning same. Sir Ro. Howard to [the Earl of Anglesey] to attend at the hearing by the Lord Treasurer, on Tuesday come three weeks, of Sir Richard Bellingham's petition concerning the abovesaid 7,445l. 5s. 5d. Out Letters General III. p. 206.
Same to Col. Richard Norton. By reason of some doubt you make, the duty of 2s. 6d. on recognizances (which has by decision of the Lord Keeper and Judges been determined to extend to recognizances entered into by alehouse keepers), the said duty is not so well answered and paid in the county of Southampton as in other places. I request you to give all countenance and encouragement in the collecting of said duty. It will be acceptable to His Majesty, and I shall take it as a kindness that you do it at my instance. Ibid.

Treasurer Clifford's warrant to the Customs Commissioners. By an indenture between the King and Sir Thomas Littleton et al., for victualling the Navy there is a clause that the said victuallers shall on their desire have leave of transporting beyond seas, Customs free, any provisions which they have made for the Navy on which otherwise loss might arise to them. In accordance herewith you are to permit them to transport to the Island of Nevis 20 tuns of beer and 500 weight of bisket which they provided for the Navy but are like to lie on their hands to their damage. Same to same to see opened and to deliver Customs free (in accordance with His Majesty's directions) some clothes, scenes and ornaments for a theatre belonging to the French comedians arrived from Portsmouth. Ibid.

Sir Ro. Howard to Richard Ayliffe. The Farmers of Excise of Southampton have petitioned the Lord Treasurer about abuses done to them in restoring certain distressed goods of one Thomas Long. I find by your letter that you conceive that Long might enter his appeal. If you consult the Excise laws you will find that the time for an appellant to enter an appeal is limited, and Long has not so entered it. Take the matter into your consideration and end it so as to save the trouble of a journey hither. Out Letters General III. p. 207.

(the other dated 1672, Dec.) containing His Majesty's pleasure for the suspending of all payments upon orders in the Exchequer until the first day of May next, except such payments as are herein excepted. Royal warrant to the Attorney General for a grant to pass the Great Seal for a lease to [Peter Calverd, Samuel Vincent and Edmd. Bostock, of London, Esq.] — of [the farm of] the duties on proceedings at law : said grant to be for three years from 1672, Oct. 22, at the yearly rental of 26,500l., on which rental 30,000l. advance is to be made, 20,000l. before 1672, Dec. 25, and the other 10,000l. before the sealing of the lease : the rent to be payable by three [annual] payments on the 30th day after the first day of every Hilary term, Easter term and Michaelmas term respectively, "in which words the first day of the term we do not intend the Essoyn day but the day in Bank, or the quarto die post as it is usually called." Holmes earnestly recommending him on all occasions to order all his officers to assist the Excise officers in collecting the duty from any soldiers under his command, "it being a case ordered by His Majestie in Councell that all souldiers should pay according to the laws of Excise as other persons [do]. This businesse arises from a complaint of the Farmers that upon some occasions they have bin denyed assistance from your officers by reason whereof they durst not put their warrant for distresse in execution nor come into their houses to gauge." Entry of the order of reference from the Treasurer Clifford to the Surveyor General of Crown Lands of the petition of four daughters of the late Col. Henry Washington, deceased, praying that in lieu of a pension of 200l. per an. granted to them they may have a grant of several rents as in a schedule : same having been referred to the Treasury on the 4th inst. by the King in Council, His Majesty retaining a particular sense of the constant loyalty of said Col., being inclined to gratify petitioners in any reasonable suit. It appears by your certificate that Mrs. Elizabeth Marbury. one of the late Queen Mother's servants, made a composition with you in the late Queen Mother's life time for a lease of certain lands in the manor of East Dereham, co. Norfolk, and was to pay a fine of 30l. for same : but that the lease was not executed by reason of the suddenness of the said Queen's death, and it was accordingly not put into the schedule of lease, which by the King's letters patent of 1670, July 15, you are authorised to perfect and execute, and the same land was afterwards, by warrant from the Treasury, granted to Mary Palmer for two lives, she being the present tenant. These sums are to be accounted as part of the proportion which said victuallers are in arrear of the weekly allotment to the Navy for the service of last year. Kennicot et al. owners of the ship "Peter." lately seized at Dartmouth for landing tobacco from Virginia, have declared in their petition that they let the said ship to freight to one Joseph Pearce for a voyage to Virginia, thence to England, thence to Rotterdam. In his return journey, for fear of enemies and by extreme foul weather, he was forced into Limerick, where his cargo was discharged without the privity or consent of the owners, the officers of the ship intending only to sell some of the cargo to buy provisions with : as appears by the oath of John Sweet, master, Henry Golding, master's mate, and John Skynner, boatswain. I am informed that the ship "Successe," of Piscataquay, Robert Ellis, master, the "Industry," ketch, of Boston, Mark King, master, the "Hopewell," of New England, James Clarke, master, and the "George,' of Londonderry, John Mordake, master, laded within your Government certain commodities of the growth thereof, doubtless after giving bond for their due unlading in England or in some other of His Majesty's Plantations in America. Contrary hereto they proceeded to Ireland and landed there their lading or part thereof. I give you notice hereof that you may prosecute the said bonds effectually against the sureties respectively.

The several patent officers are to enter nichills in the yearly Exchequer books for registering entries of the Navigation duty and the duties of aliens and petty customs inwards as dispensed with by the declaration of May 10 last.
