Royal warrant dated St. James's to James, Earl of Carnarvon, late Paymaster General of the Forces, to pay and apply the sum of 18,747l. 18s. 1½d. for the satisfying several bills of exchange drawn for the service of the late Expedition to Canada; in accordance with Clause 22 in the Act of 3 Geo. I., c. 7, which granted a supply of 24,195l. 18s. 2d. for satisfying such bills. The above sum of 18,747l. 18s. 1½d. deducted from the said total supply includes 5,732l. 3s. 11¾d. to be paid to the Treasurer of the Navy to be applied in satisfying like bills of exchange payable in the Office of the Victualling. The drawers of the said bills are to be duly charged with the sums for which they were drawn or for such thereof as are not duly accounted for before the payment hereby ordered.
The Auditors of Imprests are hereby to allow the payments as herein in the accounts of the said Earl of Carnarvon upon his producing receipts for the same with the original bills and are to set same in super respectively on the drawers as above and on the Navy Treasurer for the sum as above.

It appears by the report from the Comptrollers [of Army Accounts] that accounts will yet remain to be adjusted for provisions delivered between 24 May and 30 Sept. last [1718] and for persons victualled between 16 June and 12 Aug. last because the vouchers for the same were lost, being taken out of the mail that was robbed going to Madrid. And it hath so happened that he hath not received payment or satisfaction either for the persons by him victualled between 1 June 1715 (being the commencement of his contract) and the 17 July following or for the provisions delivered on the 2nd June 1716: and it appears by the state of account made by the said Comptrollers that (after abating the sum of 1,972l. 2s. 31/8d. for the value of provisions delivered over to Mr. Sherer, the said Missing's agent, on the 1st June 1716 by John Conduit, Esq., who was the Commissary of Stores there at the time the said contract commenced) there remains due to said Missing the sum of 1,259l. 12s. 10¼d. for the purposes aforesaid. The said further sum is hereby to be paid to him upon account for the said services.
Appending: (1) report by P. Medows and Ja. Bruce, Comptrollers of Army Accounts, dated Privy Garden 7 March 1716–17 on the said Missing's accounts as above.

Mr. Pratt, your Deputy in Ireland, by what appears to the Treasury Lords upon perusing the several papers hereinclosed [missing] seems to have given frivolous and unnecessary delays to the remitting of a sum of money to Mr. Howe which he has long since stopped from Major General Evans's Regiment of Dragoons, towards satisfying his Majesty's warrant for repaying to Mr. Howe the subsistence paid here [in England] to the said Regiment when on the Establishment of Ireland.” Please give effectual directions touching this affair so as the money in Mr. Pratt's hands may be immediately remitted to Mr. Howe and the public service no longer delayed by the vexatious proceedings of your deputy. William Lowndes to the Earl of Sunderland. It appears to the Treasury Lords by the letters which were seized on board the Gardner frigate, and sent to them by your lordship, that a clandestine trade was intended to be carried on to Sweden contrary to the prohibition. My Lords are of opinion that the goods so seized should be prosecuted according to law “and desire that your Lordship will please to signify the same to the Commissioners of his Majesty's Customs.” Out Letters (General) XXII, p. 273.

My Lords desire you to consider same and lay before them a state of what has been the practice in like cases with relation to the receiving and accounting for the said seizures and your opinion thereon.
