Long for a certificate of what warrants are charged and are yet unpaid upon the fragments of the Royal Aid and upon the advance quarter of the present and of the Additional Excise for the farm commencing the 24th inst. Also for an account of what warrants are come to your hands charged on the Exchequer [in general] and yet unpaid, so that provision may be made for them or for so many of them as you think shall not have wherewithall to discharge them. Same to Mr. Pepys. There are several warrants for Tangier which have been a long while signed and yet remain untaken out by you; by which means Sir R. June 22 Sir G. Downing to Mr. Bernard. I have acquainted the Treasury Lords with yours to me of the 21st, and it has been read in the presence of His Majesty, the Duke of York, &c. His Majesty directs that you attend the Attorney General with the names of all Recusants of whom any convictions are returned into the Exchequer with their respective qualities and places of abode. Same to the Attorney General acquainting him with the above. You are further to inform yourself of the several qualities and cases of said Recusants, and thereupon prepare yourself so as to make a report hereof to His Majesty before Michaelmas term next, to the end His Majesty may thereupon declare his pleasure as to further proceedings thereupon. Same to the Attorney General. In pursuance of His Majesty's directions [given] in the Treasury to-day you are to prepare a warrant to enable the Farmers of the London Excise to collect the additional Excise within the limits of their London farm, viz., London, Middlesex, and Surrey until further order; in regard that their grant [of said additional Excise which grant is] to be under the Great Seal cannot pass in time. Send it to my house by seven to-morrow morning. Ibid.
Same to the Commissioners of the first Wine Act. In pursuance of His Majesty's directions given in the Treasury Chambers this day you are to forthwith attend the Attorney General with a list of all such victuallers [vintners] and others who have not paid His Majesty's dues on the first Wine Act, and have thereby incurred the penalties of the law, that so he may exhibit a general information against them. For the more speedy despatch hereof you are to give him the names of all such as live in and about London. Ibid, p. 497.

June 22 Privy seal for an allowance (hereby made and established and ordered to be paid out of the sales of offal wood out in New Forest), of 40l. per an. for keeping the King's stables at Lindhurst, and the allowance of 30l. established by the letters patent of Sept. 7 last for repair of the King's house at Lindhurst, which said last allowance is hereby taken off the fee farms and put upon said offal timber: both said sums to be paid to Charles Lord St. John of Basing, annually from Lady Day last as imprest for said purposes: the woodward of New Forest to give an accompt of all moneys received and paid on said offal. (Treasury warrant hereon, dated 1671, June 30, to Sir John Norton, woodward of New Forest, and to the verderers. &c., of same, requiring them in accordance herewith to pay 30l. yearly out of the sale of offal wood: to be for the repair of the King's house at Lindhurst: and similarly 40l. more for the repair of the King's stables there.) The Treasury Lords to Griffith Bodurda and John Man. "By a late accompt presented unto us from the Commissioners [for Accounts] at Brooke House it appears there are divers entries and quarterly accompts wanting from many of the out districts within the two years that you acted as Commissioners for the execution of the first Wine Act. And finding that the return of accompts and entries quarterly from all the out districts was under your care by [the terms of] your commission we send you here enclosed [wanting] the names of the places for which the said entries or accompts are wanting, and shall expect that you forthwith not only under your hands give us an accompt of the cause of such neglect but that you give us the names and places of abode of such Commissioners and other persons who acted for that time within those places where such failers were, to the end we may give such further direction as wilbe most for His Majesty's service." Report to the King from the Treasury Lords and the Lords of Ireland (as by the order of reference of May 19 last) on the petition of Nicholas Darcy setting forth that by a mistake of the Auditor General of Ireland in drawing up a particular or constat of petitioner's estate the town and lands of Ballieighter [Balleighter], Ballicoghter [Balloughter], and Rattin in co. Westmeath, and Commonstown, being part of Platin, co. Meath, belonging to petitioner, were left out of his late order for remission of quit rents, and therefore praying remission of the new quit rent of 21l. 7s. 5d. on the said omitted lands. June 23 Sir G. Downing to Mr. Williamson enclosing a draft warrant for the King's signature to enable the Farmers of the London Excise to collect the Additional Excise within the limits of their farm. My Lords desire Lord Arlington to get the King's hand to it and return it to-night or early to-morrow in regard it is to be then acted upon. Out Letters General II. p. 497.
Same to Mr. Colvill and others concerned in the orders on the late Wine Act yet unpaid. My Lords desire to do what is in them possible for your satisfaction for the clearing Mr. Wadlow s accounts and bringing in the remains of money in his hands and in the hands of any others, which [moneys] are to be applied for discharge of the orders wherein you are concerned. My Lords have determined to add an auditor and two persons more to be nominated by you to the present Commissioners of the Wine Act to have the inspection of that business. Please bring the names of your two nominees to Lord Ashley's house to-morrow. Ibid.

Whitley that the Commissioners for the subsidy for co. Carnarvon after meeting thereupon refuse to act upon that commission in regard it came to them too late. Privy seal for 310l. 6s. 8d. to John Randall, late Receiver General of Assessments in co. Dorset, by him advanced for the King's immediate service out of his receipt to Capt. William Killegrew in the time of the late Dutch war, to enable him in a time of great necessity and tumult, to discharge the quarters of the said company [Killigrew's], and upon sudden order for the King's service in the time of said war to march from Weymouth to Portsmouth, and although said Receiver had no express order for paying same, yet it was an acceptable service as some prejudice might have happened had he waited for a warrant for said payment. Treasury warrant to the Auditor of the Receipt to make a register of all such payments as shall be directed by the Treasury Lords on the moneys of the orders to the value of 86, 954l. 15s. 9d., registered on the late fee farm rents and held by Sir Ste. Fox, but by him given up and transferred or to be transferred for His Majesty's use and the money thereupon assigned to be paid upon new orders out of the Subsidy and also certain other orders, viz. for 635l. registered on the late Wine Act; and 19,000l. 1s. 0d. registered on the fee farms which have been transferred to the Country Excise: and likewise on the moneys of the orders similarly held and similarly transferred or to be transferred by the Cofferer of the Household, viz. for 40,000l. registered on the fee farms which have been transferred half to the London Excise and half to the Country Excise: "We thinking it to be most just and judging it necessary for His Majesty's service that the money due upon all the said orders, amounting in the whole to 146,589l. 16s. 9d. be reserved for His Majesty's use as likewise all other moneys due upon any orders registered on the said Wine Act or sale of fee farm rents which shall be given up by the Cofferer of His Majesty's Household or any other, or shall be transferred from the said revenues to be paid out of any other branches of His Majesty's revenue." We therefore think fit that the said sums be made a fund for a register, and that a register be kept as above to the end that such payments as we shall assign thereupon may give credit to the persons concerned by enabling them to assign over their orders and debts according to the Act of Parliament in that behalf. You are therefore to keep a register as above to enter therein orders [drawn or to be drawn upon said register or fund so created] to be paid in course according to the manner and method of other registers. All orders given up or to be given up as aforesaid are to be cancelled and to be vacated from the respective registers from which they are respectively transferred, as are also all other orders transferred from any of the said registers that so no money may be paid thereupon, or any imprest accomptant liable to be doubly charged. "And that you make new orders for the sums and payments we shall direct to be placed upon this fund and pay the same in course out of the money of the said orders given up or transferred as above as soon as such money shall be in course to be paid." June 28 Treasury warrant to Sir John Norton, woodward, and others the the officers; of New Forest, for felling 200 tons of timber as by the royal sign manual of the 17th inst. for the repair of His Majesty's fortifications in the Isle of Wight [same] being much out of repair, and [for the building of] others [such fortification] to be newly erected at His Majesty's port at Yarmouth in said island: and to deliver same to some person to be appointed as receiver thereof by Sir Robt. June 28 The Treasury Lords to the woodward and officers of Whittlewood Forest. The Navy Commissioners are informed by an officer of theirs in your forest that great havoc still continues to be made in said forest by lopping of spire oaks and thriving trees under pretence of browse for the deer while all the same time many thousand of pollard trees are there growing which are unfit for better use. You are to forthwith send an exact and particular accompt of what spoil has been so lately made there since our last complaint to you, and that for the future no trees be felled or cut within the said forest without our special warrant. Warrant under the royal sign manual to Sir R. Long, Receiver General of the rents, &c., of the late Queen Mother. By royal warrant of 1670, June 10, we directed payment of 1,000l. to Henrietta de Vantelet as a debt acknowledged to be due to her by a paper of the handwriting of the late Queen Mother, and another 300l. to her in consideration of her pretences to the goods in the Queen Mother's Chamber. By a further warrant under the sign manual, dated at Windsor, the 11th inst., you were directed to pay to the Sieur de Vantlet, husband of said Henrietta de Vantelet, such sums as were previously ordered to be paid to him by Sir Henry Wood, late Receiver of the rents of the late Queen Mother. The sums so ordered are the 1,000l, and 300l. abovementioned which you are hereby authorised to pay. Ibid, XLII. p. 27.

The Treasury Lords to the King's Remembrancer to stay process against Sir Tho. Player, Chamberlain of the city of London, as the Receiver of the Royal and Additional Aids within the said city, for moneys of that receipt yet unanswered by him, which arrear has happened by occasion of the great plague and dismal fire suddenly ensuing thereupon; proposals [as to payment of said arrear] having been made to the Treasury and being now under consideration on behalf of His Majesty. The Trustees for sale of fee farms inform us that it is absolutely necessary that perfect schedules of all the rents in charge before you as well those which are not to be sold arising from Tenths, First Fruits and rents reserved nomine decime, payable by any ecclesiastical person, as of those which are to be sold; and also another schedule of all such out-rents, pensions and other perpetual allowances of that nature which are charged upon the revenue [of each particular county within your audit] shall be forthwith made out and transmitted to them, and that thereupon you should meet with the said Trustees to agree what rents should be set apart for defraying those perpetual payments. You are therefore to make out such schedules and to meet and agree with the said Trustees accordingly, so that then they may safely proceed to the sale of the remainder. That sum is represented by the costs of the action which said Stubbinge defended being brought against him by one Thomas Jolley upon his levying 34l. 1s. 8d. in arrear upon the town of Meynell Langley, as appears by the affidavit of Thomas Cope, dated 1670, June 20.
