Letter of direction for 100l. to the Paymaster of the Works : out of Civil List moneys : and is to be applied towards repairing the building in Cotton House where the Library is kept "which Sir Christopher Wren upon a view thereof hath reported to be in a ruinous condition." Taylour (in the absence of William Lowndes) to the Excise Commissioners to give Mr. Newman an orderly hearing at the Crown Tavern behind the Exchange this afternoon in order to receive his propositions for improving the Excise revenue, particularly that branch relating to the Distillery. May 19. Royal warrant to the Attorney or Solicitor General for a great seal for a grant to John Churchill of the office of Chief Carpenter of the Works loco his father-in-law Matthew Banks who is willing to surrender, being grown in years. Queen's Warrant Book XXIII, p. 33.

Royal warrant to the Attorney or Solicitor General for a great seal for a lease to George Cholmondley of the estate late of Sir Roger Strickland outlawed for high treason consisting of 12 farms in the manor or parish of Catterack alias Catterick co. Yorks and the lordship and manor of Thornton Briggs [Bridge] with the mansion house called Thornton Briggs Hall and certain lands and tithes in Dishforth alias Disford in co. Yorks. and a reversionary term in the tithes in Helperby in the parish of Brafferton : to pass without fine in consideration of the services of said Cholmondley in asserting the Crown's title to the premises.

Warrant by Treasurer Godolphin to the Victualling Commissioners to pay interest on their bills registered in course at the same time that they pay the principal thereof ; as this procedure will conduce to the satisfaction of the traders dealing with the Victualling Office and will enable the said Commissioners to insist on lower prices on commodities furnished to the said Office. Treasury reference to the Commissioners for Greenwich Hospital of the petition of Thomas Pechey, late mews and stable keeper at Greenwich, shewing the great charges he has been at in being sworn into that place : that he enjoyed same till Wm. III granted the said stables to the use of that Hospital and on the 6 Sept. 1701 the officers of the Works forewarned the tenants paying any more rent to him, upon which he laid his case before the Commissioners for said Hospital who consented that he should hold the said rents till further order and Sir Christopher Wrenn sent one Mr. Strickland to go with petitioner and take off the stop, which was done accordingly : but soon after, in Michaelmas last Mr. Strickland, with one Mr. Watson ordered the tenants to pay no more rent and threatens proceedings for the rents from the date of the said grant [to the Hospital], which was in 1701, which petitioner thinks a great hardship, he having served the Crown ever since the Restoration and never had any salary for the said place nor any place or pension from her present Majesty. Royal warrant to the Lord Lieutenant of Ireland for 250l. to Col. George Freke and Col. — Brudenall between them for their services as Majors of Brigade (one of Horse and one of Foot) during the incampments which have been had during the last 2 years for the better discipline of the Troops in Ireland : the usual allowance being 10s. a day each but there being no fund for paying the same. Out Letters (Ireland) VIII, p. 393.
Same to same to authorise Henry Tenison and Thomas Proby of Dublin to remove the Queen's dog kennel [near the wall of Phœnix Park] and to build one in a more convenient place at their own expense ; they with several of the inhabitants on Arbour Hill lying near the wall of the said Park (which is the resort of several people for their health) being much annoyed with the great stench from the said kennel which adjoins to their habitations.
Further, a lease is hereby to be granted to the said Tenison and Proby of the said ground together with a craggy piece of ground where the Queen's Ice House is (which being divided from the rest of the said Park is in a manner wholly useless) under a rental of 3l. per an. and with a covenant for them to provide ice ("to keep ice constantly for the use of our Government there.") Same to same for a pension of 80l. per an. on the Irish Establishment to Capt. Henry Thomas, in compassion to his great age and the meanness of his circumstances, and as in lieu of the bounty of 50l. per an. hitherto paid him by the hands of Edward Nicholas : to commence from Lady day last. Same to same for a great seal for a discharge to Hugh Hamill, his heirs, lands etc. from several debts on which judgments and executions were had against him : a like patent having been ordered by the late Queen Mary's sign manual 1691 July 20 but he having been unable to pass the patent thereon by reason of being obliged to attend in London to solicit for his sufferings and services at the siege of Londonderry and the said sign manual is become void by the present Queen's accession. Same to same to transfer to Jane and Marie de Laussac or the longer liver of them, as from June 24 next, the pension of 5s. a day now paid to Antoine de Laussac, one of the French pensioners on the Civil List of Pensions in Ireland, he having desired to surrender same to said Jane his wife and Marie his daughter. May 21. Royal warrant to John Howe, Paymaster of Guards and Garrisons and of Chelsea Hospital, to pay 1204l. 19s. 0d. which has been put into your hands as for a second moiety of the sum of 2409l. 18s. 0d. to the out-pensioners of said Hospital for their arrears ut supra pp. 261, 581.
Appending : list of said pensioners at 12d., 9d. and 4d. a day with their qualifications and what is due to them from the 9th March 1701-2 to the 24th Feb. 1704-5. [With slight variations of spelling this list is identical with that on pp. 261-2 supra. Jaig Pyror appears here as Jacques Pryor ; John Narbone appears as John Naibone ; William Vernall appears as William Veron ; John Tawney appears as John Tauncy and as John Taurncy. The payment under the royal warrant of 1705 May 21 supra p. 262 was for a first moiety of the total arrears of 2409l 18s. 0d. The payment of the second moiety was ordered by the royal warrant of 19 Feb. 1705-6 supra p. 581 and took the form of an issue of 1204l. 19s. 0d. to John Howe as Paymaster thereof. The present warrant to the said Howe is to authorise him to pay the money accordingly. It therefore acts as an authority to the Auditors of Imprests to pass the payment in Howe's accounts]. Same to the Attorney or Solicitor General for a great seal for a new Commission for the Duties on Salt and Rock Salt : the new Commissioners to be John Danvers, Thomas Aram, Humphrey Gryffith, Edward Brereton and Thomas Hopkins with salaries of 500l. per an. each and with Thomas Broderick as Comptroller of the said Duties at a salary of 250l. per an. all in place of John Danvers, Thomas Aram, Ashburnham Toll, John Wyneve and Humphry Griffith thereto constituted in the second year of our reign ; with Thomas Hopkins as Comptroller. Money warrant for 494l. 11s. 4d. to Elizabeth Furnese, daughter of Henry Harris Esq., late graver of seals, for several seals delivered to the Commissioners for Trade in 1705 for the use of the Plantations see supra p. 620. (Money order dated May 22 hereon).
Appending : certificate by the Commissioners for Trade. Upon the death of Mr. Harris, late Seal Engraver to her Majesty, finding the seals for the said Plantations unfinished and in the hands of the workmen we did upon application of Mrs. Eliz. Furnese order [her] to cause the said seals to be finished, there being then great occasion for them and have received the said seals accordingly viz. for New Hampshire, Massachusetts Bay, New York, New Jersey, Maryland, Virginia, Jamaica, Barbados, the Leeward Islands and Bermuda. The executors of the said Harris have declaimed any right to be paid for the said seals and the same does belong to the said Mrs. Eliz. Furnese. Ibid., p. 207. Order Book VI, p. 474.

May 22. Privy seal for 500l. as equipage and 5l. a day as ordinary to Daniel Pulteney as Envoy Extraordinary to the King of Denmark. Queen's Warrant Book XXIII, p. 51.
Money warrant for 3814l. 12s. 10¾d. to Samuel Smithin, her Majesty's goldsmith, for plate etc. delivered into the Jewel House between 1705 June 24 and Dec. 24.
Appending : schedules of said plate certified by the Master of the Jewel House : 43 ounces of gold works finely wrought and enamelled ; 945 ounces of new gilt plate ; 3698 ounces of new white plate etc. (Money order dated May 23 hereon). Warrant by Treasurer Godolphin to the Secretary at War to prepare a royal warrant for paying 150l. to Lieut. John Moody in full for the wine and brandy furnished by him to the Garrison at Newfoundland for 5 weeks when besieged by the French.
Prefixing : report by the Comptrollers of Army Accounts. The said Moody was left with the command of Newfoundland in Sept. 1704 and he and the soldiers were cleared to the 22nd of that month. They continued there till Nov. last but have not obtained their subsistence or pay from the said 22 Sept. 1704. The full pay (subsistence, offreckonings and clearings) of the Company has been issued to 24 Dec. 1704 ; that for the year to 1705 Dec. 24 amounting to 961l. 12s. 6d. was ordered by warrant of ditto 1705 June 31 : whereof the sum of 355l. 5s. 7½d. has been paid to Capt. Powell's executors and Capt. Lloyd for money expended by them before 1704 Sept. 22 for the Company, and Mr. Thornton the agent has received a further sum of 363l. 4s. 7½d. : the balance being 243l. 2s. 3d. is stopped in the Pay Office for respits. The petitioner Moody has produced a certificate of the daily delivery to the soldiers, during the siege, of wine and brandy for 5 weeks during the extremity of the weather and claims 176l. for same. Considering the nature of the service we think he may be allowed 150l. Ibid., p. 207.

Report to the Queen by Treasurer Godolphin on the petition of Anto. Merry and other merchants and owners of the Trumball galley who took a French prize called the Dragon of Bordeaux and took her into Lisbon, which since has been condemned as a perquisite of Admiralty. It has been the usual course of the Admiralty in such cases to allow the like benefit to Captains who have no commission or letters of mart as if they had letters of mart, that is the benefit of having the prize delivered to them they paying the charges [of condemnation] and the Lord Admiral's Tenths on the appraisement when the prize arrives in England. The said prize has been valued at 1448l. 17s. 6d. I conceive it more reasonable to make the said allowances in this case than in many of those where letters of mart are granted. Royal warrant to the Lord Lieutenant of Ireland to place the Regiment of Pierce, Visct. Ikerrin on the Establishment of Ireland as from June 1 next and to pay 2592l. for levy money thereof at the rate of 12l. per horse for 216 horses to be bought in England : as in place of Major General Cunningham's Regiment of Dragoons which was sent away from Ireland to Portugal in Oct. 1704 : the Lord Lieutenant not having hitherto thought it proper to move in the matter of raising said new Regiment by reason the revenue of Ireland would not answer the expense, being obliged from time to time to clear such Regiments as were called away and to defray the necessary charges of putting the Train in good order ; but the Establishment being at present eased by several Regiments already gone off the Establishment and others that are called away. Treasury reference to the Attorney General of the petition of the Earl of Holderness shewing that on an order from the Commissioners of the Revenues of the late Queen Dowager for non payment of the fee of 50l. 6s. 4d. due to him as Steward of the Honor and bailiff of Richmond, which was conceived to be payable by her said late Majesty, he preferred a bill in the Exchequer in Hilary term 1699 to obtain said fee and the arrears thereof. Mr. Wilcox is of opinion that a reasonable allowance of boots by assignment of dotard and decayed trees within the forest, as my Lord Warden's tenants have, may be a means to preserve the young thriving trees, of which there is a great quantity on the premises but no other timber left. Treasury reference to the Customs Commissioners of the petition of William Browne of London, merchant, for allowance of the drawback on tobacco shipped by one Thomas Walsh on the Montague, Capt.
