to Cadiz and the West Indies complain of the hardship of their want

Course "that so he may see whether the said 30,000l. will reach to

to allow a discount of 6 per cent. to Arthur North of
London merchant on his prompt payment of his debt of 2074l.
4s. 4d. for Customs on tobacco, his debt having been installed
by the Lord Treasurer's warrant of 1704 Aug. 7 supra Tr.
Cal. XIX, p. 329 : the said discount to be allowed as from
Oct. 2 last when the said money was deposited in the hands of

Royal warrant dormant to Visct. FitzHardinge, Treasurer of the
Chamber, to pay the allowance of 3s. a day to Ralph Battle Dr. in
Divinity, Sub-Almoner, for his attendance on her Majesty at Windsor,
Hampton Court or elsewhere in any of her Majesty's progresses or
removals since 1702 Jan. 24 : as by warrants to be signed by the
Lord Chamberlain : the said Battle having represented that he has
attended her Majesty for several years at Windsor and hath not
received any allowance for travelling charges in respect of his said

Warrant by Treasurer Godolphin to the Customs Commissioners
to restore the 18 cask of liquids belonging to Peter Mauvillian ut supra
p. 429 : but to proceed to trial by consent ut infra for trying and
determining such foreign mixtures for the future, Mauvillian having
produced evidence of Phil. Kettle merchant, and William Kerby
his chief workman that the liquids now stopped (as containing dissolved
gum seneca of the growth of Africa) are the very same composition
with those that have been imported from Holland for
several years past without molestation and that by the use of this
commodity the art of staining calico has been very much improved
to the great advantage of this nation : and the said Kerby having
further sworn that he being some years since in Holland to make
his observation for advancing the trade of printing calicoes he bought
a liquid composition which he saw made and mixed there having
in it several gums, alum, potashes with many other ingredients
which he is unwilling to discover but affirms as of his own knowledge
that all the dry ingredients contained in the said composition were
not above a third part of the weight thereof ; that he tried before
and since to make the same in England but could not attain to anything
equally serviceable in the staining trade ; and that he verily
believes that the several parcels of this commodity that have since
been imported from Holland are of the very same exact composition
with that which was prepared when he was there an eye witness to
it, he having himself wrote to the man in Holland that prepared it
to send the very same.
Prefixing : report of the Customs Commissioners on the petition
of said Mauvillian. The petitioner has by his skill and ingenuity
in the use of this commodity improved the trade of printing calicoes
beyond what was known in England before, employing many poor
people therein to the general good of the nation. We advise
restoration of the goods. "Nevertheless it seeming to be agreed
that there is some Gum Seneca and also potashes mixed in this
composition we think that for preventing doubts concerning the
importing of this commodity for the future from Holland it may be
advisable to leave a sample thereof in order to a trial by consent in
the Court of Exchequer to determine this question viz. whether
Gum Seneca and potashes or any other foreign ingredient that there
may be in this composition which [by law] might not be imported
separately from Holland shall by being mixed there[in] with other
things (as in the sample) be construed to be a manufacture of Holland
so as to be [legally] imported from thence." Out Letters (Customs)

Tho. Gwillim, one of the sureties of John Hill a collector of Excise,
praying that process may go against said Hill's estate for his debt
of 1800l. Reference Book VIII, p. 201.
Same to the Comptrollers of Army Accounts of the petition of
Richard McGuire of Dublin, clothier, shewing that Ben. Taylor,
Jam. Leathy [sic] and Jam. Dugon being indebted to him in 810l. 11s.
9¼d. for clothing Lord Charlemont's Regiment they gave him a letter of
attorney to receive the same, which being certified as due on the
English Establishment, the said certificate was in August last entered
in the Treasury in Ireland : but the said Taylor, Leathley [sic]
and Dugon soon after broke and one Moore produced an assignment
pretending to be prior to petitioner's letter of attorney and same
is entered in the Treasury in Ireland to prevent petitioner receiving

Wiltshire merchant praying to be appointed Receiver of the Casual

Col. Lalo setting forth that his Regiment (when Col. Gibson's) being
now clothed a little before petitioner had same, and a detachment
of 200 men [being] made from it, the clothing whereof amounted to
396l. which lies as a charge upon said Regiment : therefore praying that
same may be satisfied out of the respits on the 13 Companies of the

Warrant by Treasurer Godolphin to Henry St. John, Secretary at
War, to prepare a royal warrant for paying the Quartermaster of
the First Regiment of Foot Guards such moneys as the Surveyor
General of Works and the Major of the said Regiment think
reasonable for making repairs to the Guard Rooms and Sutleridges
at Whitehall, Kensington, Somerset House, the Savoy and Tilt
Yard (the Great Guard House in Scotland Yard) which are so out
of repair that the soldiers are almost rendered incapable of doing
their duty, and for furnishing the Guard Room at Whitehall with
chairs and tables for the Officers for a Court Martial.

memorial of Col. Gilbert Primrose, Major of the said Regiment, for
said repairs.

Same by same to the Customs Commissioners to non pros the
information against Cha. Henshawe of London merchant and to
permit him to enter 2 bales of Turkey silk consigned to him on the
ship Nostra Seigniora Vigne and St. Roca from Genoa on account of
Genovese [owners] with a lading of Spanish wool etc. which said
2 bales have in strictness of law forfeited the ship.
Prefixing : report by said Commissioners on said Henshaw's
petition shewing that same were shipped in ignorance it being inconceivable
that the Captain would have taken the goods on board had
he known, as the freight he was to receive for same was only 8l.
"therefore all Captain's bale goods on board always sign on the bills
of lading Inside and Contents unknown it being not practicable to
open any to see the same," further that said ship has brought a
great quantity of Spanish wool which by reason of its advantage to
make our fine cloth pays no Duty but she is under contract to take
in a freight of the manufactures and growth of this kingdom as soon
as she is cleared and being a great and a free ship will be a great

Royal warrant to the Attorney General to acknowledge satisfaction
upon record of the penalty of 140l. imposed upon Daniel Rayney,
a prisoner in Chester County Gaol in Chester Castle, for smuggling
in 1699, he having only a penny a day to keep him from starving,
and his wife and children being burdensome to the parish and objects
of charity. Queen's Warrant Book XXII, p. 508.
Same to the Attorney or Solicitor General for a privy seal for a
grant to Dame Clara Wood of the issues of 250l. levied on Anthony
Rowe, one of the Contractors for the late Duty of Firehearths, by Sir
William Withers and Sir Peter Floyer deceased late sheriffs of
London : the said Lady Wood having had several trials at law with
the said late Contractors relating to tallies deposited in the hands
of her late husband as security for money lent to some persons
concerned in the said Contract. Ibid., pp. 508-9.
Same to John Dodd, Receiver General of the Rights and
Perquisites of the Admiralty, to pay 1215l. 3s. 0d. to Edmund Dummer
for service performed in managing the affair relating to the West
India pacquet boats between the 20th August 1702 and the 25th
January 1704-5 "during which time he carried on that service
pursuant to our direction by way of account and not by contract" :
the said sum being after the rate of 500l. per an. Ibid., p. 510.
Same to Edward Nott, Lieutenant and Governor General of the
Colony and Dominion of Virginia, to cause the Attorney General of
the said Colony to prepare a bill to pass the public seal thereof for the
royal pardon of the forfeiture of the felo de se estate of John Holt, late
of Lawnes Creek parish in the county of Surrey in the said Colony
planter, who had laboured long under a very great indisposition of
mind and at last laid violent hands upon himself. The said estate
consisting chiefly in cattle proper for plantations and other perishable
goods is hereby to be restored to his five children John, David,

the record of the judgment of 219l. 12s. 0d. in Easter term 1698
against Allen Ollive, of Rye co. Sussex, tallow chandler, for transporting
wool ; he having absconded for several years but in Sept.
1704 was found in Rye and his estate extended : he being a very
poor man and not any ways concerned in transporting wool since
his said conviction and will not for the future be any more guilty of

William Lowndes to Mr. Blathwayt to report on the enclosed letter
[missing] from Caleb Heathcote of New York wherein he proposes
an experiment to be made for serving her Majesty with Naval Stores.

Warrant by Treasurer Godolphin to the Customs Commissioners
to license the pacquet boats to take on board such arms and
accoutrements as shall from time to time be certified by the Envoy
from Portugal to have been bought for use of the Crown of Portugal
"with intent to be exported for the immediate account and risque
of the said Crown and not by way of contract or merchandise" :
all notwithstanding the clause in the Act of Frauds of 14 Car. II,
c. 11 clause 22 which prohibited pacquet boats from importing or
exporting merchandise under penalty of fine and forfeiture. Out

Treasury reference to the Transports Commissioners of the petition
of Henry Horningold, late Commander of the William and Sheppard
one of the late transport ships to Lisbon, shewing that by his charter
party with said Commissioners 1703 July 14 he was to transport
Forces to Lisbon, which he did and then was ordered by them to lade
salt for the Thames under convoy for her Majesty's use but the
convoy departed without him and he was obliged to remain at
Lisbon till 27 Aug. 1704 for another convoy but being separated
from the convoy by bad weather a French privateer of 20 guns
engaged him for 5½ hours till he was totally disabled and carried
prisoner into France but the ship was the same day retaken and
carried into Plymouth : that all the damages to the ship and the
seamen's wages have been made good by the petitioner and the
owners to petitioner's utter ruin but the Commissioners refuse to
allow him full freight because he did not sail with the first convoy
but that was not due to neglect on his part : therefore praying relief.

Same to the Surveyor General of Crown Lands of the petition of
Samuel Birch, apothecary, for a lease of a small piece of ground with
a ruinated tenement and some sheds thereon, lying south of Piercy
Kirke's tenement near Whitehall Palace where formerly was a bowling
green, which said ground lies commodious to the backside of
petitioner's house in King Street, Westminster. Ibid.
Same to Mr. Howe of the petition of the Three Troops of Horse
Guards shewing that their offreckonings are detained in the Paymaster's
hands ever since 1704 Dec. 24, for want whereof they suffer
very much, part thereof being applied to buy new horses and for
arms and contingencies "and the rest accounted for and paid to
the gentlemen in money, which hath ever been the practice." Ibid.,

composition of 400l. from John Pickering, one of the securities of
John Mason late Receiver General of Taxes for co. Cambridge,
pursuant to the Act of Parliament [Private Act 3-4 Anne No.
