has been sent to the Lord Treasurer by Secretary Hedges for 1855
dollars on a bill signed by the Prince of Hesse Darmstadt for the value
of a parcel of lead which he [Boit] supplied to said Prince at Gibraltar
when the garrison there was in the greatest pressure of the seige and
in extreme want of lead ; as also your letter of July 30 last representing
that petitioner's case is very particular and the loss he has
suffered very great. The Lord Treasurer approves of your paying
him the said 1855 dollars and you are to add it to the account of

Report to the Queen by Treasurer Godolphin on the petition of
Elizabeth, widow of Henry Winstanley shewing that her late husband
for the greater preservation of shipping expended about 5000l. in
building the late lighthouse upon the rock called the Eddystone near
Plymouth which was to have been repaid him together with 50l. a
year for 50 years as a reward for the extraordinary service and
invention thereof, out of all such shipping as daily received the
benefit thereof: that about 2000l. was reimbursed him before the
late dreadful storm blew down the same wherein her said late
husband lost his life and all the profits thereby and left the petitioner
a very disconsolate widow without any support. I referred her
petition to Trinity House and append their report. Petitioner is a
fit object of compassion. Any provision for her may be placed on
the Establishment of the Navy.
Appending : said report of the Deputy Master, Wardens and
Assistants of Trinity House of Deptford Strond dated Oct. 3 inst.
Petitioner's late husband Henry Winstanley did, under the authority
of this Corporation, undertake at his own charge to erect a lighthouse
on the Eddystone, a rock off Plymouth Sound and after many almost
insuperable difficulties and with frequent hazards of his life did to
the great satisfaction and benefit of navigation complete the same
in the beginning of 1699 but after the said lighthouse had for near
5 years withstood all other violences of wind and sea to which it was
so much exposed it fell under the irresistible force of the great storm
[November 1703] and its founder, the petitioner's husband, was
lost. In building, repairing and maintaining same he disbursed
6814l. 17s. 6d. wholly at his own charge and during the time that it
stood and Duty was payable thereunto he received 4721l. 19s. 3d.
thus leaving a deficit of 2092l. 18s. 3d. besides about 1000l. which
petitioner alleges he expended but of which the vouchers are lost.
We conceive her a fit object of royal compassion. Warrants not

of Mathew Fetherston, merchant of Newcastle, shewing that he was
employed by Hen. Johnson of London merchant to buy the cargo
of the Margaretta, condemned in Doctors Commons as prize but
soon after it was proved that the ship and cargo was taken by
collusion, whereupon Johnson went off and petitioner is prosecuted
as if he had been really the owner of the goods whereas he acted
only as a factor and was no way privy to the collusion : therefore

Appending : abstract of said report dated July 27 last after
consultation with Mr. Blathwayte, Sir John Cook, Dr. Oldys and
Mr. Crawley, Register of the High Court of Admiralty, for the better
management of prizes brought into foreign parts. The pretended
authority assumed by the Courts of Admiralty in the Plantations of
judging of prizes taken by the Queen's ships of war in these parts
is the principal occasion of the disorders committed there. We
therefore propose that the Agents for Prizes be authorised by
Admiralty commission to examine the prisoners and papers on
board any prizes in order to a legal proceeding against such ships
and to inventory and appraise same upon the oaths of 5 men and
then to sell same publicly and remit the proceeds : and that the
Commanders of her Majesty's ships be ordered to proceed accordingly
by delivering the said prize ships by indenture to the said Agents &c.

not paid for the sum of 30,000 pieces of Eight including notes of his
hand. This money hath been really taken up by the Prince from
honest well meaning merchants who brought merchandise to the

Warrant by Treasurer Godolphin to the Surveyor General of
Crown Lands for a particular of Sir Roger Strickland's estate forfeited
to the Crown on his attainder for high treason 1689 May 1 ; in order
to a reversionary lease thereof to Lieut. Gen. Geo. Cholmondley.
Prefixing : report by said Surveyor General on said Cholmondley's
petition for same. The estate was found by inquisition taken at York
Castle 1690 Dec. 23 being 12 messuages in Catterack alias Catterick co.
York, the mansion house called Thornton Briggs Hall and 268 acres
there and a messuage and tithes at Disford [Dishforth] and tithes
at Helperby. Sir Stafford Brathwaite Kt. being seized in fee of the
manor of Catterick (whereof the said lands are parcel) mortgaged
same in 1674 to one Jeffs in trust for Sir Edward Hunlock : in 1676
Mary Brathwaite, his mother, and the said Hunlock assigned to
Barbara Strickland who afterwards married Sir Marmaduke Dalton
and they in the same year 1676 with said Mary Brathwaite assigned
to Lord Falconberg who in 1681 and 1682 together with Sir Roger
Strickland (as legatee of said Mary Brathwaite) assigned in trust for
him, the said Sir Roger. The various assignments involved were
demurred to by the Attorney General as fraudulent and on trial at
bar judgment was obtained for the Crown in May 1697. I rated the
premises in July 1697 in order to a lease thereof to Alexander
Johnstowne in consideration of services in recovery of the premises
and the same passed into a lease and the lessee enjoyed the whole
till about 4 years since when Robert Strickland and the mortgagees
got most if not all the tenants at Catterick to turn [attorn] to them,
and then set the mortgagees on foot again and put the lessee to great
costs and charges and the cause is still depending. The Crown's
interest in the lands of Catterick is only for the life of Sir Roger
who is very old but the inheritance of all the rest is vested in the
