Royal sign manual to Francis Nicholson, Lieutenant and Governor
General of the Colony and Dominion of Virginia, to direct William
Byrd, Treasurer or Cashier of her Majesty's revenue there, to forthwith
remit 3000l. sterling by good bills to his correspondent here to
be by him paid into the Exchequer : it being certified by William
Blathwaite as Auditor General of her Majesty's Revenues in America
that upon the accompts of her Majesty's quit rents arising within
the said Colony there was in 1703 a balance of 5743l. 9s. 4d. sterling

Warrant by Treasurer Godolphin to the Auditor of the Receipt
to pay the several annuities to the Bankers comformable to "this
certificate [not prefixed but perhaps represented by the next entry
following as below] instead of the former certificates" : entries to
be made on the said former certificates and in all books and entries
of the said annuities in order to prevent double payment. Money

Same by same to same "to draw orders for paying to the several

William Lowndes to the Prizes Commissioners. I have read to
my Lord your report on Mark Proudfoot's petition to be appointed
Agent for Prizes with the fleet designed for the Mediterranean this
summer. How has Mr. Window, who was formerly appointed in
that station, performed his trust and why does he not continue
therein? Out Letters (General) XVIII, p. 56.
Same to same. My Lord approves your appointing William
Burnaby (who is at present Sub-Commissioner of Prizes at Hull)
to go with the fleet as Agent for prizes in the West Indies, at the
same allowance of salary which he now enjoys. Draw up Rules and

Same to Mr. St. John [Secretary at War]. On the 16th March
last when the Duke of Marlborough was present the Lord Treasurer

April 20 according to the muster taken in Holland upon their
landing. Prepare the necessary royal warrant for establishing the

relating to the raising of 100 recruits for completing the four
Companies of Foot at New York. Ibid.
Same to Mr. Blathwaite to report on the enclosed Order in Council
[missing] touching the customary presents to the five Nations of
Indians bordering upon New York. What precedents have been

Treasurer Godolphin to Francis Nicholson, Lieutenant and
Governor General of Virginia. Her Majesty's revenue of quit rents
within the Colony and Dominion of Virginia has of late years been
considerably improved and may be yet further advanced, provided
due care be taken and the necessary methods used "according to
the particulars contained in the memorial hereunto annexed"
You are to direct the putting into operation of the said particulars :
and you are to give all encouragement by rewards or allowances of
quit rent moneys or by grants of lands to such persons as shall make
discoveries of advantage to the Crown in reference to the said quit
rents ; and also to the officers who shall assist in the better settling
of a perfect rent roll. Send me an account of your proceedings

to appoint Tho. Atwood as a tidesman in the inferior list London

Treasury reference to the Prizes Commissioners of the petition of
James Vernon for stay of the process already directed against him
as a Commissioner for Prizes during the late war, he alleging himself
to be no ways accomptable before an auditor in relation to that

Same to the Agents for Taxes of the petition of Morgan Whitley,
late Receiver General of Taxes for Cheshire and North Wales, shewing
that he is indebted 37,407l. 2s. 8d. to the Crown for which he has
been in prison almost five years, and by reason of his confinement
he cannot adjust his debts [due to him] which amount to 24,203l.
7s. 6d. nor get in his tax arrears standing out in the said counties to
the value of 16,213l. 6s. 6d. : therefore praying that on payment of
1000l. and bond for 10,000l. he may have his liberty in order to his

the [Crown] land revenues in cos. Kent, Surrey and Sussex and of

Treasury reference to the Customs Commissioners of the petition
of John Aynsworth et al. shewing that several privateers which they
have set out at their own expense have taken several prizes now
lying at Rye, Dover and Rochester and the Customs Commissioners
refuse to permit them to be brought to London but insist on payment
of Custom at Rye, which petitioners look upon as a hardship : therefore

particular of the office [of Master Forester and Warden of the Bailiwick
of Cliffe in the Forest of Rockingham co. Northants. and several

Crown in Sulehay Walk ("by an exception of all great oak trees

Report from same to the Queen on the bill transmitted from
Ireland for repealing the Statute 5 Hy. IV [c. 4] against multiplying of
gold and silver and to prevent disputes and controversies concerning
royal mines. I am of opinion that the said bill may be for the public
good and advantage of the kingdom of Ireland and I have no
objection thereto provided the 4000l. thereby intended to be paid
to the Earl of Abercorn out of the revenue of Ireland in lieu of his
grant of royal mines may be made good to your Majesty by a future
supply by the Parliament of Ireland "as tis mentioned it will be"
in the annexed extract [missing] of a letter from the Lord Lieutenant

Littleton to procure 52,000l. from the Bank of England or any other
persons as loan at 5 per cent. on the tallies in your hands drawn on
the Land Tax anno 1705. On your transmitting to the Lord
Treasurer the orders for said 52,000l. he will sign warrants thereon

Army of the petition of Henry Cartwright and Henry Vincent praying

seal for a grant to the Duke of Marlborough and his heirs and assigns
for ever of the Honor and Manor of Woodstock as by the Act of last
Session [3-4 Anne c. 4] : to be holden of the Crown as of the Castle
of Windsor in common socage by fealty, rendering to the Crown for
ever at the Castle of Windsor on the 2nd of August yearly one
standard or colours with three Flower de Luces painted thereupon
for all manner of rents, services, exactions and demands whatsoever :
with a clause for granting to him the advowsons of the rectories,
vicarages and churches of Bladon and Stonesfield in co. Oxford.

of Chelsea Hospital. My Lord has read your report of 2nd
inst. touching the Invalids lately arrived from Holland. You
mention therein several particulars which you have done for their
relief by direction of the Duke of Marlborough which cannot properly
be defrayed out of the 4000l. appropriated by the Queen for the
maintenance of such Invalids as were wounded in Germany the last
campaign.
Send my Lord a list of the names and qualifications of such of the
said Invalids as are not within the rule of being subsisted out of the

Royal warrant to Visct. Fitz Hardinge, Treasurer of the Chamber,
to pay 10l. to Thomas Brand for fairly writing, flourishing and
embellishing on vellum a letter to the Alcaid of Algarve, being
credentials of Paul Methuen sent thither by us upon a treaty of
peace and commerce with the Emperor of Fez and Morocco. Queen's

Four and a Half per cent. revenue to the executors of Col. John
Farmer, President of the Council of Barbados, [to wit for the period]
from the time Ralph, Lord Grey, late Governor there, left that
Island to the arrival of Sir Bevill Granville, the present Governor
thereof, being 1 year and 172 days : the said sum representing one
third of the salary of said Granville for the time of his absence,
being 290 days. As the salary of said Granville has been paid in
full for said time the said sum is to be deducted out of the next

Warrant by Treasurer Godolphin to Edward Wilcox, Surveyor
General of Woods Trent South, to fell and sell for the Queen's best
advantage 85 trees in the Great Park at Windsor in order to continue
[extend] the riding which the Queen has ordered to be made through
the new grounds there at a cost of 8l. 10s. 0d. : and a number of
decayed oaks and beeches on the outside of the park pales in order
the better to answer the Queen's designs.

William Blathwayt [as Auditor General of the Plantations] to
Mr. Clarke, Deputy Auditor of her Majesty's Revenue arising within
the Province of New York. I send you a duplicate of my last letter
of Jan. 15 [last] as I shall send you more duplicates of the same by
other conveyances, that I may have speedy satisfaction from you of
the particulars therein. The accounts of the Commissioners
[appointed for the Publick Receipt of the New York revenues until the
arrival of Thomas Bierly] from 10 June 1702 to 31 July 1703 and of
Col. Byerly from 31 July 1703 to 29 Sept. 1704 have been laid before
my Lord Treasurer for Declaration. I enclose a paper of
Observations [missing] upon all those accounts, which [paper] you
are to communicate to Lord Cornbury and Mr. Byerly [so] that
everything may be rectified accordingly. You are to send me such
an answer upon every head as may be satisfactory to my Lord
Treasurer so that the accounts may be new stated and passed. They
were likewise defective in not making appear that the accomptants
had sworn to them as directed and there were no certificates
from the Governor [of New York] of their having been examined in
Council. It is your business to be particularly satisfied of every
disbursement and to send me information in all extraordinary
matters so that my Lord Treasurer may give directions whenever
he shall see cause for retrenching and moderating any expense. Out

Same to Lord Cornbury, Governor of New York. I have not
received any letter from your Lordship for a considerable time. At
present I have only to inform you ut supra concerning the abovesaid
accounts and Observations, which are likewise sent to the Deputy
Auditor who will receive your directions therein.
As to the matters relating to the business of the Province you will
receive an account of them from our Board [the Commissioners of
Trade and Plantations] and [will] find we have not forgot to recommend
to her Majesty the sending over recruits, arms and presents
for the Indians. I must remind you of Mr. Weaver's accounts which
have been often called for by my Lord Treasurer. I hope the
returning of them will be no longer delayed, that business having
been a very great while in New York without any visible reasons for

William Lowndes to the [Principal] Officers of the Ordnance to
take care that the Ordnance Office receives the 546l. 19s. 10d. as in
the bill drawn by Richard Hill, Envoy Extraordinary at Turin, on
Sir James Bateman payable to the Treasurer of the Ordnance as in
satisfaction for 500 firelocks, 500 bayonets and 20 halberds sent
out of the Ordnance to Nice "on the frigate Lyme and Mary galley"
for the service of the Duke of Savoy.
Appending : copy of said bill drawn from Turin 9-20 March
1704-5 for the value of 9280 livres [of] Piedmont at the rate of
58d. sterling for 82 sous [of] Piedmont. Out Letters (General)

Same to Sir Thomas Littleton to procure 48,000l. to be lent by
the Bank or any other person on the tallies in your hands on the Land
Tax anno 1705 at 5 per cent. interest. If you will send [hither] the
orders of repayment for said loans the Lord Treasurer will sign
[or endorse] warrants on them for such interest. (Same to the Navy
Commissioners to apply said sum to the payment of seamen's wages).

Endorsement by Treasurer Godolphin for the allowing of 5 per
cent. interest as from date hereof on 48 orders in the name of Sir
Thomas Littleton, Treasurer of the Navy, on the eighth 4s. Aid being
numbers 168 to 215 for 1000l. each [representing the abovesaid sum
of 48,000l.] : same being assigned this day to the Bank of England.

William Lowndes to the [Principal] Officers of the Ordnance. My
Lord has lately directed 17,671l. 5s. 5d. to the Treasurer of the
Ordnance out of loans to be made by himself on Malt anno 1704. You
are to cause same to be assigned to John Brewer, Receiver General
for Prizes, to satisfy the Prize Commissioners' demand for prize guns
and other stores by them delivered into the Ordnance Office. Ibid.

Report to Treasurer Godolphin from William Blathwayt [as
Auditor General of the Plantations] on the petition of March 27 last
of Rowland Tryon ut supra Treasury Calendar Vol. XIX, p. 552 as
Attorney to Col. Walter Hamilton, Lieutenant Governor of St.
Christopher, the said petition praying payment of a year's salary
to said Hamilton. Hereon Blathwayt reports as follows : "The
particular Lieutenant Governors of each of the Leeward Islands
being at that time wholly supported by presents from the Assemblies
without any salary from the Crown, the Lords Commissioners of
Trade and Plantations did in the month of April 1703 humbly propose
to her Majesty in Council that upon the appointment of sufficient
salaries to the several Governors in Chief an allowance might be
made of 200l. a year to each of the Lieutenant Governors of the four
Leeward Islands out of the Duty of Four and a Half per cent. ; which
would be for her Majesty's service and the good of trade by freeing
the said Lieutenant Governors from their dependence on the
Assemblies." Col. Walter Hamilton was appointed Lieut. Governor
of St. Christopher by commission from her Majesty dated 9 Aug.
1703. He has a right to such salary for the year to 9 Aug. 1704 out
of said Duty.
