Treasury warrant to the Clerk of the Signet for a Privy Seal to direct the Auditor of the Receipt to keep a particular book of registry of all orders for issues out of the 8,000l., which is to be paid fortnightly into the Exchequer by the Farmers of the Customs: that no tallies be struck on same; and that the orders be paid in course as entered in the said register: so that all persons possessing such orders may have assurance that same will be punctually paid in the proper course; "it being our intention that the credit of our Exchequer be mayntayned and improved by this and all other meanes." And when the tallies which are already struck on the Customs shall be satisfied, then the Treasury Lords are to take care that the remainder of the Customs Farmers' rent be paid into the Receipt, and issued thence in the same manner as this 8,000l. per fortnight. Oct. 9 The Treasury to the new Farmers of the Customs. Having heard what has been alleged by the East India Company and replied to by you concerning the two different rates set in the book of rates for ebony wood, and considering that the less that is taken for that commodity the more is like to be imported, and the more artificers and handicraftsmen thereby set on work, and the moneys of the kingdom thereby kept at home, which are now carried out for bringing in of commodities made of that wood: therefore direct and require that the lesser rate should be taken, viz. 20s. a ton and no more. Oct. 29 The Treasury to Sir John Finch concerning his letters of Sept. 10/20 and 17/27 Sept. last as to an English ship arrived in Leghorn with part of her lading from Barbados. In future must arrest any such ship under the Navigation laws: no ship being allowed to go from hence to any of His Majesty's Plantations in America until she has given bond to return hither again with her lading: this being a matter of very great import to His Majesty's Customs and to the prosperity of the Kingdom, "and the like care is taken by the Spaniards. Privy Seal directed to the Treasury Lords. For carrying on the late confederacy between His Majesty and the Bishop of Münster Sir George Carteret, Treasurer of the Navy, was employed to receive and dispose of certain sums of money for that service. For this purpose 182,000l. was imprested to him at the Receipt and there was paid to him by Edward Backwell 25,600l., which appearing to His Majesty not to be sufficient he directed that 50,000l. out of the money imprested to Carteret for the Navy should be employed for the service with the Bishop of Münster, "a considerable part whereof the said Sir George Carteret doth affirm to be so employed." In consequence of the war it was difficult to have money remitted opportunely, and it was found the best way to buy tin to be transported into Flanders and sold there. By a sign manual of 1665, Aug 11, Carteret and the Duke of Albemarle were ordered to contract with the Tin Farmers for 500 tons of tin to be delivered to Benjamin Glanvile, merchant, to be consigned to Alderman Baokwell at Ostend to be disposed of as he should think fit for furnishing the second payment of moneys he was to make in Flanders for the King's service. Similarly for 300 tons more by the late warrant of 1665, Dec. 20. Further the following royal warrants have been issued for payment of money and other services connected with the said confederacy, viz.: 1665, May 1, for 2,000l. to Lord Arlington; 1666, Sept. 24, directing that the several sums of 102,000l. and 40,000l. (being parcel of the abovesaid 182,000l.) should by said Carteret be accounted for for the service of the Bishop of Münster, "for which the said moneys were indeed issued and our directions given him soe to imploy the same though wee not haveing then publiquely owned the said confederacy it was not soe exprest in the letters of Privy Seal whereby the said moneys were imprested to him"; 1666. Oct. 1, for 1,100l. to Edward Backwell as the King's free gift to him for his good and faithful service in negotiating the payment of moneys to the said Bishop of Münster; 1667–7, March 20, for the allowing in account to said Carteret on his production of the receipt of the said Bishop of Münster or the acknowledgment of Sir William Temple, the King's agent with the said Bishop; 1667, May 1, for the allowance of interest on money by said Carteret received [borrowed] for said service; 1667, May 10, for the allowance of such poundage to said Carteret as is allowed him on his Navy accounts.
