Feb. 11. Treasury warrant to the Auditor of the Receipt to transfer to the Register of the third 4s. Aid [7–8 Wm. III, c. 5] the following loans to a total of 622,096l. 13s. 0d., being several loans as follows to a total of 592,096l. 13s. 0d. lent by the several persons named on credit of the Exchequer in general between 1694, Nov. 13, and the date hereof; 15,000l. lent by Thomas Brown 1694, Sept. 15, on credit of the Hereditary and Temporary Excise, and a further 15,000l. lent by him thereon in 1694, Oct. 5: all which sums have been applied for the service of the war against France save the remainder thereof, viz. 26,718l. 11s. 6d., which is now in cash in the Exchequer and which is to be also used and applied for the service of the said war and to no other use or purpose whatsoever: the said application being as follows, viz.: l. s. d. Money Book XII, pp. 433–47.

And at the respective times of making the said loans, to the said total of 622,096l. 13s. 0d., it was consented and intended that the lenders should be repaid out of such Aid as should be given to his Majesty by a tax upon lands and other things: therefore it is hereby ordered that orders for repayment on the Act newly passed for the third Aid of 4s. per £ be so drawn in course according to the dates [as below] of the respective tallies of loan and without any other preference. The 6 per cent. interest due before this transfer is hereby to be satisfied out of any of his Majesty's treasure in the Exchequer unappropriated to particular uses by any Act of Parliament.

Henry Guy to the Customs Commissioners, in accordance with the Order of the King in Council of the 3rd inst., to forthwith direct the officers in the outports to make exact lists of all seamen and seafaring men belonging to the said ports, members and creeks; and send same to the Admiralty Lords: and further to enjoin the said officers in the ports to which imprested seamen are to be brought to inspect such seamen whether they are of healthy and able bodies and fit to be put on board the Fleet: and further to take care that there be no abuse or collusion in discharging the persons who are fit to go to sea, and in case of such abuse to give timely notice to the Admiralty Lords. Treasury warrant to the Surveyor General of Crown Lands for a particular of the manor of Higham Ferrers and of the demesne lands and other profits thereof and to rate same in order to a lease thereof to Richard, Visct. Colchester, now Earl Rivers, for 99 years from the death of the Queen Dowager, concurrent with any years then remaining in the existing term; in consideration of said Earl's good services: with power to the said Queen's Trustees without further warrant to transfer to said Earl their interest therein at the Queen's death or during her life with her consent. Prefixing: (a) note of said Earl's petition for same; (b) said Surveyor General's report on said petition. The present rents (with 9s.d. for the farm of the perquisites of Courts) amount to 65l. 10s.d., out of which there is annually allowed to the Steward of the Courts 100s. for his fee and 20s. claimed by the auditor for Esery money. The petitioner values the premises at 800l. per an., but Sir Charles Harbord's ratal (on which the said Queen's jointure passed) sets the rents at 60l. 17s.d. per an. over and above 53s. 4d. for Higham Park granted away before. At 11 years' purchase I value the desired reversion at 669l. 12s. 11½d. The demesne lands are valued in the Parliament's Survey in 1650 at 830l. 12s. 11½d. per an. above the reserve rents, but the said Park (which was valued by those surveyors at 361l. 4s. 2d. per an.) is not passed in the said Queen's jointure and I am informed is granted away in fee to Sir Robert Long, thus leaving only 469l. 7s.d. per an. for the part desired by petitioner. At five years' purchase I rate this at 2,346l. 16s.d., making 3,016l. 9s. 0d. in all. Besides the interest vested in the Queen Dowager's Trustees, the said manor was granted by Charles II by [sic for to] Trustees for the Earl of Plymouth, who died without issue: but it does not appear whether that estate was surrendered up again to the Crown [on such death]. It was also settled by James II for the life of his then Queen.
Feb. 12. Treasury warrant to the Excise Commissioners to direct the respective collectors of Excise in the counties specified, supra, pp. 901–2, to pay to the Lords Lieutenant and Custodes Rotulorum or their deputies the moneys from time to time signified under their hands and seals as requisite for the service of impresting seamen as by the directions ibid.; taking bills from them in return drawn on the Treasurer of the Navy for so much as shall be so paid, which bills are to be made payable to the Excise Commissioners to make good the accounts of the said collectors. Feb. 13. Royal warrant, dated Kensington, to the Clerk of the Signet for a privy seal to authorise the Treasury to take in loans on the Customs up to 1,250,000l. in accordance with the terms of the Act (6–7 Wm., c. 3) for the [third] 4s. Aid, which said Act provided for the applying 300,000l. [per an.] for five years out of the Tonnage and Poundage and other duties payable on exported and imported merchandises, which yearly credit is therein appropriated to the repayment of the said 1,250,000l. loans with 5 per cent. interest for the first 300,000l. loans; 6 per cent. for the second 300,000l.; 7 per cent. for the third 300,000l. and 8 per cent. for the remaining 350,000l.: and that from 1694, Dec. 31, the yearly sum of 300,000l. of the duties of Tonnage and Poundage be paid into the Exchequer separately from all other moneys whatsover in the Exchequer and to be appropriated as above. Tallies are to be struck and orders of repayment to be drawn and registered in course, all in accordance with the terms of said Act. King's Warrant Book XVIII, pp. 63–5.
