Scrope to the clerks of the Council in waiting, transmitting from the Customs Commissioners a memorial, dated 1733, June 28, together with an extract of a letter from Mr. Beswicke, British Vice Consul at Tripoli, and the copy of one from Mr. Merett, merchant, of London, importing that the plague is ceased in the kingdom of Tripoli. Requests same to be laid before His Majesty in Council. [Customs Book XIV. p. 9.]
July 2. 95 Detailed establishment of officers and servants, &c. for the Princesses Amelia and Caroline to be allowed annually from 1734, Lady Day (vacancies in the establishment by death or otherwise to be filled by warrant of the Queen. Order for stay of process against Mr. Paxton for his accounts until Hilary Term.
The memorial of the Treasurer of the Navy, of June 27 last, for sundry particulars amounting to 28,521l. 10s. read, and 23,521l. 10s. ordered thereupon, only 5,000l. being ordered to Greenwich Hospital in place of the 10,000l. demanded.
On the Taxes Commissioners' letter, of the 29th ultimo, respites taken off two receivers of land tax, 1734, viz. Richard Wollaston for Salop, and Richard Lane for Worcester.
Order for the issue to the Treasurer of the Ordnance of 2,000l for the current service of their office as by their memorial of this day.
Colonel Guise and Edmd. Strudwick's memorial for 2,100l. due to George Barrington, as late Governor of North Carolina, who is indebted to them for 1,450l. and upwards, read. “My Lords say they must apply for payment thereof to the receiver of the quit rent there,” said rents being the only fund out of which said salary is payable, or intended to be paid.

July 9. 97. Treasury warrant to the Clerk of the Pipe for a lease to John Mist of a piece of ground in Scotland Yard, containing some old and ruinous stables, part in possession of the Board of Works and part of said Mist, abutting north on Cragg's Court, and south and east on Great Scotland Yard, for 50 years from date at 21l. 10s. per annum rent and fine of 30l.

Same for the execution of a Lord Chamberlain's warrant for the provision of furniture, at an estimate of 1,686l. for His Majesty's service at St. James's, Somerset House, Kew, and for the House of Peers and House of Commons, including, inter al. items for Mrs. Kemp and for the ball-room and music gallery at St. James's, and for men to fix up, light, and attend the candles in the Chapel Royal and gallery on the Princess's wedding night, and for “a joyner to go and attend at Bath on the Prince of Orange during his residence there.”

An intimation from Sir Charles Wager of a bill of exchange for 300l. taken up by Mr. Solicoffre at Gibraltar, payable to Mr. Samuel Storke, of London, read, and warrant ordered to pay Solicoffre in advance on his salary so much as will satisfy said bill.
Order for the issue to the Treasurer of the Navy of 10,000l. for two months' pay, in six, for several of His Majesty's ships.
Order for a letter for payment of Trinity Term's salaries to the judges and others usually paid with them.
Same for same to be signed by the King for 50l. to be inserted on the civil establishment of Ireland, yearly, for the minister of a French church at Portarlington, to date from Lady Day last, as by the Duke of Dorset's letter of the 8th instant.
Order for a warrant for stay of process till end of Michaelmas Term against Richard Lane and his sureties on a debt of 700l. on land tax, 1729, of which Lane was receiver.
Truth Camplin to be a watchman in fee, loco Richard Tarling, superannuated.
“See the minute against allowing rewards to receivers of taxes, so as my Lords may be informed how Bangham's case stands with respect to that minute for his reward as late receiver for Hereford and for whom Sir George Caswell is administrator.”
The Customs Commissioners' report, of the 2nd instant, for the better guard of the western division of Sussex, read, and to be kept with the Earl of Scarborough's and Mr. Brudenel's letters relating to the same till called for again.
Order for a warrant for the Earl of Warwick's pension at the Exchequer for Midsummer quarter.
Same for a sign manual for the usual 200l. royal bounty to Charles [de] Sailly.
Mr. Lowther is to pay, out of the King's money in his hands, 5l. to Eliz. Hall as royal bounty.

July 12. 100. J. Scrope to the Secretary at War, transmitting from the Treasury two memorials from the Commissioners of Excise concerning the audaciousness of the smugglers in Kent and Essex, and desiring that their officers may be assisted by some of His Majesty's forces. Asks that same may be laid before His Majesty for his pleasure therein. [Letter Book XIX. p. 235.]
July 12. 101. Report to the Treasury from Auditor E. Harley on the petition of Elizabeth widow of Thos. Jett, Register and Paymaster of Army and Transport Debentures and also paymaster of several lotteries, in pursuance of the Treasury order of February 19 last, ordering an inventory of all books of accounts and other effects in possession of petitioner as should be tit to be preserved for the public service, and the removal of same to the Auditor's record rooms at Westminster. The greatest part appear to be books of accounts, registers, and other books relating to Army and Transport Debentures made out temp. Wm. III., books relating to several lotteries, and private papers. Has made out the inventory and removed the books, &c. as above. Petitioner's claims for expenses are for rent of a room for the 114 folios of varying sizes, services of a cleaner, &c. for 10 years. 3 pages.

(b.) Schedule or inventory as above of books delivered to Harley by Mrs. Jett, 1733–4, March 5. The schedule includes “Numerical books containing duplicates of army debentures made out and numbered numerically,” together with two vols. of accounts of transport debentures for the late war for the reduction of Ireland, “Register books of army debentures,” “Books of accounts of Interest,” “Lottery accompts” relating to the 1712 lottery. 7 pages.
(c.) Said petition of Eliz. Jett. (Refers to the lottery books as covering the lotteries of the years 1712, 1713, 1714, 1715. But in the schedule above the only accompts specified are payments covering 1712–8 on the 1712 lottery.) Together with a copy of the Treasury order as above, of date 1733–4, Feb. 19. July 13. 102. Thos. Pearse to John Scrope, dated Navy Office, July 13. Enclosing a state of the naval cash and also an account (a) from Mr. Hinckman “of the value of the employment I have requested for ray son.” 1 page.

July 17. 103. Treasury warrant to the Customs Commissioners to comply with the Order in Council as follows:—
Prefixing:—Order of the King in Council, dated Kensington, July 11, 1734, for the taking off and ceasing of the quarantine imposed by Order in Council of 1733, June 4, on account of the plague there, on ships from the city and kingdom of Tripoli, or from any port on the coast of Africa or the Mediterranean between Cape de las tres Forcas, in the kingdom of Fez, and Cape Royal, in the kingdom of Barca; said plague having ceased in said parts for some time past. John Watson's letter, dated Goswick, the 5th instant, read, concerning the accounts of the Derwentwater estate, and is to their Lordships' satisfaction.
Order for the issue of 2,500l. for the extraordinary expense of the Stables, to complete 5,000l. on an order in the name of Mr. Berkeley and Mr. Lawley for that purpose.
Leave of absence to be extended to Richard Coitmore, tide surveyor.
Mr. Thos. Robe, Clerk of the Market of His Majesty's Household, applying for stay of procedings on an estreated recognizance for the appearance of Edward Refett, Mr. Paxton to state the case and his opinion thereupon.
Mr. Whitworth's report on the Earl of Halifax's memorial for works and repairs in Bushey Park, read, and Mr. Chancellor will receive His Majesty's pleasure thereupon.
The report from the Board of Works, of the 2nd instant, on the Earl of Essex's memorial for works and repairs in St. James's Park, read, and the Mall, cesspools and seats, being three of the articles contained therein, and amounting to 771l. 5s. 8d. are at present agreed to in order to be performed forthwith.
Mr. Auditor Harley's state of Col. Husk's accounts of the embarkation of the Dutch and Swiss troops in 1719, read, and a King's warrant ordered for approving and passing same, and for allowing 198l. 18s.d. due to accomptant for services and charges of passing same.
Order for a sign manual for 300l. in the name of Wm. Richards, for His Majesty's special service without account.
The memorial in the name of Mustapha, complaining of the unequal distribution of His Majesty's present to the retinue of Jussuf Cogia, Envoy from Tunis, to be sent to Sir Clement Cotterell.
The report from the Comptrollers of Army Accounts, of the 11th instant, on Col. Handasyd's demands for bedding at Port Mahon, read, and a contract is to be prepared for providing said bedding, comfortable in all particulars to said report, the charge to be defrayed out of the revenues of Minorca agreeable to the last contract with Mr. Gascoigne for the like purpose.
The clerks of the Admiralty are to be repaid 44l. 5s. for land tax assessments on their salaries, 1733, as usual, according to Mr. Burchett's letter of the 11th instant.
Write to the Auditors of Imprests to know what accounts of prizes remain unpassed and whether Mr. Brewer be not an accountant for the same, and if any money remains in his hands.
John Walthoe, junr. is to be paid 647l. 10s. by Mr. Lowther out of the King's money in his hands for “Double Courants” sent to the Post Office from 1733–4, February 22 to May 21 following, and 222l. 1s. 8d. for “Corn Cutter's Journal” sent to same, 1734, March 30 to June 22. July 18. 105. Privy Seal for the payment to Horatio Walpole, appointed Ambassador Extraordinary and Plenipotentiary to the States General of the United Provinces, of 1,500l. for equipage, and 100l. per week for ordinary entertainment and allowance, to date from the day of his departure out of the royal presence.

July 23. 106. J. Scrope to the Commissioners of Excise and of Customs forwarding from the Treasury a petition from several shoemakers and artifices dealing in leather, complaining of great hardships upon their trade, which they propose to lay before the Board of Trade in order to an application to Parliament for relief, and desiring leave to inspect the books at the Excise office, in order to take out accounts and better make out their allegations.

On a second letter from the Navy Commissioners, of the 19th instant, their Lordships agree to the issue of 5,000l. to the Treasurer of the Navy, to be imprested to Mr. Blakemore to enable him to carry on his contract for slop cloths.
The King agrees to the proposed works and repairs in Bushey Park, the charge thereof, about 4,000l. to be paid in four years. Write to the auditors of the said revenue to know if the 1,000l. for the first year now to be paid can be charged on any of the receivers having money in their hands.
The Board of Works to repair the King's private road to Fulham, at the estimate of 585l. according to their memorial of the 23rd instant in that behalf.
Viscount Gage to be informed of the petition of Samuel Allen, attorney at law, for services, &c. regarding the affair of vacating the contracts for sale of the Derwentwater estate. To know of his Lordship as to said services and whether they ought not to be met out of the 295l. 7s. paid to said Viscount.
The Order in Council, of the 18th instant, for the Trial of the Pyx on the 15th August next, read, and the usual orders to be prepared accordingly. Order for Mr. Lowther to pay, out of the King's money in his hands, 633l. 6s. 8d. to Mr. John Peele to defray sundry expenses for His Majesty's service.

July 25. 108. Sir Clement Cotterell to John Scrope, concerning the petition of Mustapha, secretary to the embassy from the Dey and Regency of Tunis to Great Britain. No secretary from Africa, except the Morocco Ambassador's, gets presents here. By many precedents, “when these Africans bring a brother, a son, or some distinguished friend, they are distinguished by a gratuity of 50l. from His Majesty. So the Algerine's son two years since; so the Tripoline's brother four year agoe; but in neither case, nor any other (except as before the Morocco Ambassador's) is the secretary distinguished from the rest of the servants … He is pushed on to this by Sidi Mahomed, the other Envoy from Tunis, with a view to force the same gratuity for his secretary when he takes his leave. Jusuph Cogia has himself informed me of all their contrivances,” but it is too paltry a story to trouble the Treasury with. Twickenham, July 25. 2 pages.

July 26. 110. Treasury order to the Warden, Master and Worker, and Controller of the Mint in the Tower, and the rest of the officers concerned, to attend the Trial of the Pix.

July 29. 111. Report to the Treasury from Nicholas Paxton, on the petition of Mary widow of Richard Hitchmough, concerning the services of her late husband, a Popish priest who conformed to the Church of England, for his assistance in the discovery of Papist estates, rendered in Lancashire to the Commissioners for Enquiring into Superstitions and Forfeited Estates. The Commissioners gave Hitchmough a small estate and a small living at Whenby, in Yorkshire. Three years after his death the Duke of Norfolk sued the widow out of the said estate, and cast her into Lancaster Gaol, to the great satisfaction of the Papists, where she has now been for four years. 2 pages.

July 30. 112. J. Scrope to the King's Remembrancer in the Exchequer. The King, by his Order in Council, has appointed the Trial of the Pix, at the Usher's house at the Receipt of the Exchequer, on Thursday, August 15, at 9 a.m. The Treasury direct your attendance there, with the form of the oath used to be administered to the jury. July 31. 113. Draft form, with alterations by Sir J. Willes, of royal letters patent for the grant to Wm. Mathew, Gilbert Fleming, and John Willet, of the French lands in St. Christopher belonging to the Crown of England by the 12th Article of the Treaty of Utrecht, all in trust for and with the intention that said Mathew, &c. may be empowered to make over said lands to the several purchasers thereof. 7 sheets.
