J. Taylour (in the absence of William Lowndes) to Mr. Hewett. I have read to my Lord Treasurer your several representations concerning the claims made by the verderers of Sherwood Forest as to fee trees and of the prejudice likely to come to the timber if they set out what trees they please to satisfy their demands. The Lord Treasurer is not satisfied that they have any right to fee trees. No such demand has ever been allowed to any verderers south of the Trent. You are to examine their claim and report thereon. J. Taylour (in the absence of William Lowndes) to the Customs Commissioners to report on the enclosed petition [missing] of John Mill alleging that the master of the Anne took out great quantities of pepper out of her and put same on board several of her Majesty's men of war. Ibid.
Same to the Earl of Ranelagh. A great many vouchers are wanting to justify the allowances craved in your final account of the Forces to 1702 Dec. 24. You are to give the Auditors all the vouchers you can and to give the Lord Treasurer a list of those which you cannot furnish, with the reasons for the defects. Why are the books relating to your [Chelsea] Hospital account not delivered to the Auditors? Ibid., p. 243.

Treasury reference to the Prizes Commissioners of the petition of Math. Butterwick shewing that he had charge of a prize and her lading in Barcelona Bay from Mr. Proudfoot, agent for prizes on board the fleet ; that the cargo was sold for 2200 dollars and 927 doubloons of which Proudfoot has accounted 900l. short and petitioner is detained here by the Prizes Commissioners to witness against Proudfoot, but petitioner has received no consideration for loss of time nor for saving the Queen's money at the hazard of his life when the said prize was cast away near Barcelona. In the margin : a later reference dated 1706-7 Feb. 18 of same to same Commissioners. Reference Book VIII, p. 240.
Same to Mr. Howe of the petition of Mary Adams, wife of Thomas Adams, chirurgeon to the Independent Company in Newfoundland, shewing that her husband was sent in 1702 to the said Independent Company in St. John's Harbour since which time she has received from the Agent part of his pay yearly without any deduction ; but for the year 1705 several men were respited and the Paymaster stops the whole arrears of the Officers to make good the subsistence that has been issued for the men so wanting : but her husband is no way concerned in paying the said Company : therefore praying an order to the Paymaster to pay her husband's arrears. September 5. Royal warrant dated from Newmarket to Sir Edward Northey, Attorney General, to acknowledge satisfaction on the record of the judgment penalty of 500l. in Trinity term 1699 against Charles Mans for collusively delaying to prosecute a parcel of alamodes and lustrings which he had seized 12 months before : he having been a messenger in ordinary upwards of 12 years under Wm. III and unable to pay the fine being reduced by his confinement to live on charity. He is first to release to the Crown a debt of 71l. 8s. 2d. due to him in the Office of the Treasurer of the Chamber. Queen's Warrant Book XXIII, p. 94.
Same to Visct. FitzHardinge, Treasurer of the Chamber, to pay a salary of 30l. per an. and livery of 10l. per an. to each of the 3 gamekeepers whom the Duke of St. Albans, Master of the Hawks, is directed to appoint for the better preserving the game at Richmond, Hampton Court and places adjacent, to wit two at Richmond and one at Hampton Court. J. Taylour (in the absence of William Lowndes) to Mr. Wilcox. Notwithstanding the many great concerns for which you are accomptable you have not passed any accompt since your appointment as Surveyor General of Woods [Trent South]. The Lord Treasurer is very much displeased. You are to lay before him forthwith a state of all your accounts. Out Letters (General) XVIII, p. 244.
Same to the Salt Commissioners. By the act of 8 and 9 Wm. III c. 20 several Salt Duties are appropriated till 1 Aug. 1706 for repayment of loans and deficiencies. The Attorney General is of opinion that by act of 1 Anne c. 7 the overplus, after such appropriations, arising up to that date is appropriated towards certain other deficiencies specified in the said act of 1 Anne c. 7. You are therefore to keep the accounts of the moneys of said Duties before 1 Aug. last distinct from those after that date and to pay same into the Exchequer separately. Ibid., p. 245.
Same to the Customs Commissioners to propose a proper method for the comptrol of the accounts of the outports Collectors in the present method of making up the General Accompts of the Customs, as to which you were of the opinion yesterday at your attendance on the Lord Treasurer that the present comptrol is not sufficient. Same to the Attorney General to report on the enclosed report [missing] of the Customs Commissioners on the petition of Thomas Sandwell "who has been 2 years a prisoner in France for the ransom of the ship Swallow taken by the enemy when he was master." The Lord Treasurer is inclined to grant Sandwell the proposed relief. Ibid., p. 248.
Allowance by Treasurer Godolphin of the salary bill, detailed, of the Customs' officers in the Plantations for half a year to June 24 last : total 1160l. the details being ut supra pp. 660-1 save that at Cape Charles in Virginia John Washburne surveyor is replaced by Robert Snead as surveyor to survey all the eastern shore of Virginia and Maryland to the seaboard : at North Potomack in Maryland John Dansey collector is replaced by Thomas Seymour collector to keep a boat : at Potomack David Kennedy is replaced by Edward Price, collector, to keep a boat ; at Williamstad, Thomas Collier appears as surveyor ; and Delaware Bay appears as a new port establishment with William Dyre as surveyor ; in West Jersey the surveyor of Bridlington port is to reside at Cohenzey ; at Boston in New England, Jahleel Brenton collector is replaced by Ralph Harrison, comptroller. Treasury reference to the Customs Commissioners of the petition of Benjamin Nicholl, Geo. Paulet et al. sureties of said Nicholl for 3995l. 6s. 8d. wine bonds, the greatest part whereof remains unpaid by reason of his failure : praying stay of process in regard of their poor circumstances till they have the liberty of applying to Parliament. Warrant by Treasurer Godolphin to the Transports Commissioners to pay to Mr. Addison et al., owners of transport ships hired in Ireland, [their hire money for] 2 months more (over and above the 2 months' advance allowed by their contract payable on signing the charter party) at the end of 6 months from the date of their contract "and likewise 2 months more at the end of every 4 months whilst such ships are in her Majesty's service ; and the remainder on passing their accounts, which appears by your report to be the practice and method of paying the transport ships hired in England."
Prefixing : report by said Commissioners on the petition of Thomas Addison et al. ut supra p. 705. The masters and owners of ships hired at London have been settled with as above. But the owners and masters of ships hired in Ireland by their contracts were to have only 2 months freight advance and the remainder on passing their accounts. None of these ships hired in Ireland have yet passed their accounts. As these were English ships we are of opinion it would be equitable they should be on the same foot with the ships hired in England in manner of payment. Warrants not Relating to Money XIX, p. 546.

Same by same to same to pay 2093l. 18s. 8d. to William Tirrey et al., owners of the Prince of Orange which was hired into the Queen's service 1702 April 22 to attend the Fleet to Cadiz whence she and 10 other ships were detached with Forces for the West Indies and continued in the transport service till 1703 Dec. 27 ; the said debt having been placed last on the register because she had not cleared at the Victualling Office at Xmas last when the register of transport debts was established.

Same to Mr. Sweet. The Lord Treasurer has read yours of the 31st ult. and 3rd inst. and is pleased with your care about Lord Galway's bills and with what you propose as to saving in future the charge of commission on such bills as the said Lord shall draw from Spain. You are to accept and pay same accordingly and to save the public the charge of commission in all cases where you possibly can. He would also have you acquaint Sir Solomon de Medina, Baron Suaso and the rest of the merchants that have had any of Lord Galway's bills drawn on them that the Lord Treasurer takes very kindly their readiness to accept the same and that they may assure their correspondents in Spain that if upon any future emergency Lord Galway draws more bills on them they shall be duly and punctually paid. I wish I could now give you an account that my Lord had ordered a warrant for your cravings as in the memorial which the Duke of Marlborough delivered into the Treasury on your behalf. I have mentioned it to my Lord Treasurer more than once, and hope shortly to have a favourable minute to do it. Ibid., p. 246.
Treasury reference to the Customs Commissioners of the petition of Windsor Sandys, mercer, concerning a seizure of some remnants of wrought silks mixed with gold and silver which were shipped in ignorance by a servant of his amongst a quantity of plain or wrought silks and which should pay greater Duty than plain silks, the entry being made without intention to defraud. Reference Book VIII, p. 239.
Same to the Postmasters General of the petition of Richard Dixon and Josias Jarvis, sureties of Thomas Santer late Postmaster of Preston co. Lancs, who died indebted to the Queen in 114l. 8s. 6d. ; petitioners shewing that said Dixon has sold his cattle and paid 50l. towards said debt and cannot raise more and Jarvis is in very bad circumstances. September 7. Same to the Comptrollers of Army Accounts of the petition of Katherine Forrest widow shewing that her late husband John Forrest was sent to Jamaica by the Earl of Rochester in September 1701 with an Ensign's commission and was put on the West India Establishment of half pay and died 1705 May 2 and never received but 4 months' subsistence for his whole service ; "that she has applied to the Duke of Ormonde but not being mustered in Jamaica the said half pay could not be paid without" the Lord Treasurer's particular direction. Ibid., p. 242.
Same to Mr. Travers, Surveyor General of Crown Lands, of the petition of Sir John Talbot, the sole surviving Trustee for the sale of Fee Farms, shewing that his person and estate stand obliged to the respective purchasers for all reprisals etc. therefore praying that all things relating thereto may be removed out of the custody of Mr. Digby and put into some Court of Record in Westminster for the justification and indemnity of petitioner and the other Trustees. Same to same of the petition of Mary Duffin, widow of Thomas Duffin, praying a new lease of 2 water corn mills called Oake Mills situate on the Oak [Ock] river in Shippon co. Berks part of the Duchy of Cornwall, part of the premises having been blown down in the late high wind and petitioner being very poor with 6 children and taxes great and the price of corn small. Warrant by Treasurer Godolphin to the Navy Commissioners in all future payments to be made on the Course of the Navy to take care that the interest on bills be computed and paid at the same time as the principal of the said bills : the Lord Treasurer having given the like order for the Victualling bills and thinking that the like good effects (of being an ease to traders and avoiding the necessity of a separate register for interest on bills) will follow in relation to bills on the Course of the Navy as on the Victualling. Same to Earl Rivers. It is represented to the Lord Treasurer by Monsieur Vryberghen, the Dutch Envoy, that tis probable the Dutch Forces now with you at Torbay may be in want of provisions in regard of their long continuance there and [he] has therefore prayed that you should supply their Paymaster with money. The Lord Treasurer desires you to do so, giving an account thereof to the Treasury to enable repayment to be demanded from said Envoy. Ibid., p. 248.

I am commanded by the Lord Treasurer to tell you that the wind which has been contrary for a considerable time seems now to be coming about and tis hoped that her Majesty's fleet and the land Forces on board will be able to sail very speedily. Least they should stand in need of subsistence beyond what they carry with them, if they should come to the coast of Spain you are to use your best endeavours to procure credits for them in such places as Col. Richards shall name, who comes to you in the first packet boat from hence ; "which money so furnished is to be paid out to these Forces at the same rates as the payments are made to her Majesty's Forces on the Portugal Establishment."
I have read to the Lord Treasurer your letters of the 2nd and 7th inst., new style. As to what relates to Gibraltar I sent you his directions on the 23rd ult. He would have you signify to the Governor that there must be a very distinct account made of the whole charge relating to Gibraltar. As to the warrant concerning the payment of pieces of Eight the Lord Treasurer agrees with your opinion that it had been much better to use the word "current" than the word "weighty." The Lord Treasurer is surprised to have this notice from anybody sooner than yourselves.

Warrant by Treasurer Godolphin to the Stamps Commissioners to pay 150l. as reward to John Montagu their solicitor, he having been very serviceable in discovering many great abuses committed in the Stamps revenue by attorneys, solicitors and other practicers in the law ; and further to issue to him their warrant directing him to continue his solicitation and prosecution of the said abuses.
Prefixing : said Commissioners' report. Many offences committed by attorneys, solicitors and others belonging to the Courts at Westminster (whose practices have been to make their clients pay the Duties though they dont duly enter and file their proceedings charged therewith) are not within the clause of indemnity in the last Low Wine Act [4-5 Anne c. 23, cl. 8]. It is now more particularly necessary to put the laws in a stricter execution against such after the notice we have given them as well by our inspectors and distributors as by the Gazette, and we doubt not but our employing the said inspectors will be a considerable service to the revenue and in some measure supply the present decay of [? revenue from] law business from whence this Duty does chiefly arise. We conceive it convenient to begin with these abuses and the rather because the prosecution thereof may give less offence to boroughs and corporations and their members and yet may have such influence on the officers of inferior courts and corporations as to deter them from the like offences for the future. But it is necessary that our Solicitor have particular order to prosecute same in the Courts of Westminster because of the great discouragements, oppositions and clamours that any attorney or solicitor may expect who is employed in prosecuting for this revenue and especially against those of his own profession and belonging to the Courts wherein he practices.
