Oct. 16. Royal warrant to the Treasury Lords to give warrant to the Clerk of the Pipe for a lease under the great seal to Nath. Booth of the Pre Fines and Post Fines in cos. Chester and Flint: for 31 years from the termination of the lease made to Nath. Booth, his late father: at a rent of 100 marks and fine of 62l. and in consideration of good services performed: with a special clause that if the lessee or his agents impose such fines as shall be deemed unreasonable the party aggrieved may appeal to the Treasury, who may moderate same. the said Commissioners having taken great pains in drawing up a full state and distinct accounts of the several debts due to the country [people] from the Regiments and Troops now or lately in Ireland, and it being requested that they should continue in their employments until the said debts be fully stated and certified.
Order is hereby likewise to be taken that the remaining moiety of said 2,430l. be paid them at Michaelmas, 1696, or as soon as the whole debt shall be stated and certified, “which is to be in full satisfaction of all pretensions and demands on account of the said service.”
Oct. 10. Warrant under the royal sign manual, dated Kensington, to the Lord Deputy, Ireland, to direct the officers concerned to accept the quartering bills as follows as in satisfaction of the 108l. 6s. 0d. remaining due to the Crown from John Rawlins on account of his rent as tenant to the Crown for the lordship of Rathangan, co. Kildare, for 1½ years to 1693, May 1, at 230l. per an. over and above 200l. per an. payable thereout to the Earl of Kildare: it appearing that between Nov., 1691, and Feb., 1691–2, a part of the Brandenburgh Regiment was quartered on the lordship and became indebted to the tenants 108l. 6s. 0d., for which they [the officers] gave their bills, which being returned and delivered to the Commissioners of Accounts the said sum was stopped out of the pay of the said Regiment for the use of the said tenants and petitioner, Rawlins, allowed the said quartering bills to his said tenants and hoped same would have been allowed him, he having long since paid all the rest of his rent and been respited ever since for said 108l. 6s. 0d., but the present Commissioners for Forfeited Lands allege that they have no instructions to allow same and are pressing him very hard: upon all which matter the said Lord Deputy has reported certifying the truth thereof and that the said lands are not charged with any [arrears of] quit rent to the Crown. Oct. 17. William Lowndes to the Auditor of the Receipt to issue 200l. to me [Lowndes] on the order in my name for secret service: out of the first disposeable money that is or shall be brought in to the Exchequer. Disposition Book XIII, p. 61.
Same to Sir Leo[nard] Robinson. The Treasury Lords desire you to continue the [loan of] 500l. a week “or after that rate” on the tallies struck on the Post Office for the Paymaster of the Works “until you shall have made up the 12,000l. you formerly agreed to advance on those tallies for 23,905l. 16s. 9d.; for which you are to have the next immediate tallies to the said 12,000l. and to be allowed the like discount of 1 per cent. down” as well as 6 per cent. interest. Oct. 29. William Lowndes to the Auditor of the Receipt to issue 204,598l. 16s. 0d. to Edward Russell on the unsatisfied order in his name as Treasurer of the Navy: to be issued out of loans on the Exchequer on the 300,000l. per an. of the Customs: and to be applied towards payment of wages to seamen” and is the full proportion applicable to that head out of this Fond.” Disposition Book XIII, p. 62.
Oct. 30. Treasury reference to the Customs Commissioners of the petition of Joseph Martyn et al. of London, merchants, shewing that they are freighters of two Portugal ships manned by Portuguese which are daily expected here and carrying a small parcel of sugars of the Portuguese Plantations, which petitioners are informed will be liable to forfeiture because not imported in English shipping: therefore praying that on arrival same may be delivered to them on their satisfying the officer that seizes them. Same to same of the petition of Samuell Ricards, citizen and draper of London, shewing that his great losses at sea brought him to poverty and a gaol; that on compounding his debts and gaining his liberty he became a, husband to ships for merchants; but unfortunately became bound to the King in 2,500l. with one Parsons for tobacco duties and Parsons has failed: therefore praying stay of prosecution.
