Warrant from Treasurer Danby to the Customs Commissioners
to discharge the seizure of the ketch
Mary, of Waterford, Michael Crock master, and
her lading, said Commissioners having reported,
on said Crock's petition, that petitioner lived in
Ireland about 13 years, sailed thence to Ostend
navigated with three Irishmen and an English boy,
and falling sick there, all his Irishmen deserted
during his sickness, and thereupon he was necessitated
to hire two Dutchmen to work said ketch to the
Isle of Purbeck in Poole port ; that coming thence
to Poole she was seized there by Mr. Stisted, the
riding surveyor, upon the clause in the Navigation
Act prohibiting goods to be carried from one port or
creek in England [to another] but in vessels owned
and navigated as by said law : but it not appearing
that said ketch went out of said port of Poole,
petitioner asserting that he did not clandestinely
endeavour to transgress the Act, and that he has
faithfully served the King at sea in the late war.
Said Crock is to make the officer some satisfaction
for his pains and charges.

They therefore desire that his order now before
the Lord Treasurer may not be despatched till he
do them right in this particular.

satisfy the several sums amounting to 600l. 18s. 7d.
which are due to Henry Dering, Esq., having been
assigned to him by the Earl of Sandwich, late
Master of the Great Wardrobe, in part of an order
No. 168, for a greater sum registered on the moneys
arising by sale of fee farms. Said satisfaction
(touching which Treasurer Danby has received the
King's pleasure) is to be by tallies on the Customs
Cashier which he will have direction to satisfy,
viz., 273l. 2s. 7d. thereof out of the arrears due from
Thomas Chapman, of Liverpool, lately become a
bankrupt, and the remainder out of the moneys
due upon the accompt of Robert Stockdale, late
collector of Dover port (who is dismissed from
that employment) ; [all] as soon as the same can be
had or recovered out of the said arrears. (Charles

the tally for said 273l. 2s. 7d. so soon as said
Chapman's debt shall be paid ; and to pay the
charge of prosecuting said debt as directed by

by Henry Shere, Esq., for the aforesaid use," viz.,
4 cables of 8 inches, 52 coils of cordage and white
ropes of several sizes, 9 dozen blocks of several sizes,
100 tons of straight oak timber, 120 loads of East
[land or] country plank, 200 spruce deals,
2,000 ordinary deals, 5 ton Swedish iron in bars,

Draft royal warrant to the Attorney General for a
great seal for a security to the Receivers of Excise
for a loan of 100,000l. to the King as follows. By
indenture of 1676-7, Feb. 26, the farm of the Excise
was granted to George Dashwood, et al on terms
and covenants, etc., ut supra, p. 830-2. Further,
Sir Jno. James and Robert Huntington, Esq., two
of the Commissioners and the present Receivers
of Excise, have agreed to procure or give to the King
a credit for any sum or sums not exceeding 100,000l.
to be paid to the hands of such the King's officers for
such uses and services as shall be directed by the
Lord Treasurer from time to time, and that they
(said James and Huntington) for the King's service
will secure the persons advancing all or any part
of said 100,000l. by assignments upon such orders
as are or shall be registered or payable to them
(said James and Huntington) out of or upon the
412,925l. 14s. 6d., part of the Eighteen Months'
Assessment or by such other means as shall be to
the good liking of such persons (struck through.
In the margin : memorandum, this warrant was
cancelled and another warrant was signed, leaving
out the words herein raced) provided that the said
James and Huntington, their executors, administrators
or assigns, be secured from the King the
repayment out of the Excise in manner following,
of so much money as they shall so give or procure
credit for to the King. It is therefore hereby ordered
that upon the production of the acquittances of
the respective officers to whom such moneys shall
be paid for the King's service as aforesaid (to an
amount not exceeding 100,000l. in the whole)
and upon the said James and Huntington making
such assignments out of the moneys to which they
are or shall be entitled upon orders registered upon
the assessment as abovesaid or otherwise securing
the person or persons advancing or paying the said
moneys as aforesaid (struck through : in the
margin : "these words were also left out of the
last [final farm of the] warrant") orders are to be
drawn in the Exchequer and tallies to be thereupon
stricken, or else tallies of assignment are to be
immediately levied and stricken upon the Excise,
for such sums so paid and secured and the same are
to be delivered to said James and Huntington in order
to their being repaid the said moneys : said tallies to
be paid out of such overplus money as from time
to time for 2 years from June 24 shall be payable
to the King by the Excise Farmers (in accordance
with the demise of lease as above) over and above
the yearly farm rent of 560,000l. [plus 55,000l.,
plus 5,000l., plus 10,000l. ut supra, p. 832] so far
as the said overplus will extend thereunto. And
in case the said overplus shall be not sufficient
to satisfy the whole, it is to be so applied so far as it
will extend and the unsatisfied remainder shall be
paid to said James and Huntington out of the
Excise now granted [in farm] or hereafter to be granted
(in the margin : "this alteration was made
[inserted] in the new warrant) by the hands of the
Farmers or [altered ut supra] Commissioners of
Excise for the time being. And if at the end of said
term of two years there shall be no such overplus
then said credit shall be wholly repaid to said
James and Huntington out of the Excise by the
Farmers, Commissioners or Receivers General
thereof. Provided always that the payments so
to be made to said James and Huntington shall not
be preferred before, but shall be subsequent to, the
moneys payable out of the Excise to the Queen
Consort, Duke of York, Excise salaries, the goldsmiths'
annuities and the interest for the ordinary
running cash of the Excise Office in such manner
as has been heretofore accustomed. For further
security to said James and Huntington the King
hereby declares and agrees that until payment of
their tallies as above they shall not (unless in case
of misbehaviour) be discharged or displaced from
being Receivers of Excise, but shall continue
Receivers thereof with like salaries, profits and
advantages as they now have. The abovesaid
acquittances of the officers to whom the abovesaid
credit or money shall be paid as above are to be duly
and carefully entered and enrolled in the Office
of the Auditor of the Receipt and thereby, and by
certificates thereof to be made forth by the said
Auditor, the said officers are to be fully charged
to accompt for the same as if same had been actually
paid to them by way of imprest and upon accompt.

Mr. Kingdon has tallies for 500l. struck upon the
payment which you are due to make March 15
next and for 8,500l. upon the like payment you are
due to make Sept. 19 next. Said tallies are to be
satisfied accordingly. But in regard there is great
occasion for a present advance of the money for
payment of the Forces Treasurer Danby desires
you to use all possible means to get the same
advanced [to Kingdon], and his lordship will allow
you interest and gratuity after the rate of 10l. per
cent. per an. from the time of such advance till the
tallies become payable.
Same to Antho. Row, Esq., and partners, contractors
for the farm, from Lady day next, of the Hearthmoney.
Mr. Kingdon has tallies struck on you for
8,500l. for the Forces, to be satisfied out of your
advance money, payable June 24 next. There is
present occasion for the money. Please get it
advanced, etc., and you shall have interest, etc.,

Royal warrant to the Attorney or Solicitor General for a
great seal to constitute and appoint Edward
Christian, Henry Dering, William Clough, John
Taylor, Edmond Long and Michael Brighouse
to be Commissioners and Agents for granting Wine
Licences in England, Wales and Berwick during
pleasure, with the fee of 200l. per an. each, payable
quarterly out of the said revenue together with the
allowance of 800l. per an. for under officers and incidents
as the same is now payable. To commence from
March 25 next. "And whereas the said E[dward]
C[hristian], H[enry] D[ering] and W[illiam] C[lough]
have agreed to advance and lend unto us the sum of
8,000l. and one or more tallies have been or are to be
levied upon the said revenue for securing the repayment
thereof with interest" another great seal is
hereby to be prepared to authorise the striking of
such tallies and the securing of such repayment
with interest [the tallies to be payable] in course
according to their dates in such manner and precedency
as the money secured to the present Commissioners
of the said revenue is payable, and with
this further agreement that the said Christian,
Dering and Clough or such as they shall nominate
with the approbation of the Lord Treasurer shall
be Commissioners of the said revenue (the docquet
adds : and shall receive proportionable parts
of the allowance and profits arising thereby with
the rest of the Commissioners) until the said advance
money and interest shall be reimbursed and

In your letter of the 18th ult. you desire that
Mr. Tiderleigh may have the Surveyor's place rather
than the Collector's, but the [Customs] Commissioners
have not yet presented [to Treasurer Danby]
anybody for the Surveyor's place, the present
officer, Mr. Jubber, being not yet dismissed, though
I am certainly informed they intend very speedily
to remove him, Mr. Dunstar, the Riding Surveyor
General, having new matter of accusation against
him. As soon as he is out I will put Treasurer
Danby in mind of your friend and question not
his Lordship will gratify you with that place, as you
desire, wherein I am sure I will do all the service
in my power.
