Portsmouth Streets, &c.

A BILL for paving the Streets of Portsmouth; and erecting an Alms House and Workhouse for the Benefit of the Town, was read the Second time.

Resolved, &c. That the Bill be committed to Sir John Newton, Sir Adam Browne, Sir John Covert, Mr. Daniell, Sir Fran. Clarke, Colonel Strode, Sir Anth. Irby, Sir Trevor Williams, Sir Will. Coventry, Sir Charles Harbord, Sir Rich. Francklyn, Mr. Culliford, Mr. Morrice, Mr. Dennis, Mr. Goring, Sir Charles Wheeler, Sir Henry Capell, Col. Norton, Sir Robert Dillington, Sir Edw. Masters, Sir John Moreton, Sir John Knight, Mr. Hall, Mr. Wright, Mr. Strangwaies, Colonel Titus, Mr. Knowlles, Sir Lanc. Lake, Sir Thom. Higgons, Sir Will. Strode, Sir John Moreton, Sir Thom. Earl of Newburgh's Estate.

A Bill for Sale of certain Lands, for Payment of the Debts of the Earl of Newburgh, was read the Second time.

Writs of Habeas Corpus.

Ordered, That the Report of the Bill concerning Writs of Habeas Corpus be heard on Monday, Ten of the Clock, after the Debate concerning Mr. Pepis.

Aulnage Duty.

A Petition of the Woolen-drapers of Essex, Suffolke, Hertford, Huntington, Cambridge, and Bucks, was read; complaining of Abuses and Exactions in collecting the Duty of Aulnage.

Resolved, &c. That a Committee be appointed, to examine the Matter of the Petition; and to prepare and bring in a Bill, to prevent Abuses and Exactions in collecting the Duty of Aulnage; and also to look into the Abuses; and to consider of Expedients for speedy Redress therein; and report their Opinions therein to the House:

And it is referred to Dr. Arras, Mr. Powle, Col. Sandys, Sir Trevor Williams, Sir Thomas Lee, Sir Edw. Masters, Sir Jos. Tredinham, Mr. Wright, Sir Will. Doyley, Colonel Titus, Sir Will. Privilege.

A Petition of John George, a Member of this House, was read; complaining of a Breach of Privilege committed againt the said Mr. George, by one Mr. Barrell a Bencher of the Middle Temple; in seizing and taking Possession of the Chamber of Mr. George in the Middle Temple, in the Time of Privilege, by Force.

Mr. Glanvill being in Possession of the Chamber, when Mr. Barrell took Possession; and being called in; and having given an Account to the House, of his being put in and intrusted in the Possession, by and in the Right of Mr. George;

Resolved, &c. That Mr. Barrell, a Bencher of the Middle Temple, be sent for in Custody of the Serjeant at Arms, for his Breach of Privilege, committed against Mr. George, a Member of this House.

Grievances.

The House then resolved into a Committee of the whole House, to take into further Consideration, the Grievances of the Nation.

Sir Charles Harbord reports from the Committee of the whole House, two several Votes and Resolves of the Committee, to be presented to the House: Which were delivered in at the Clerk's Table, and are as followeth; viz.

That a Committee be appointed to inspect the Laws, and consider how the King may commit any Subject by his immediate Warrant, as the Law now stands; and report the same to the House: And that a Committee be appointed to consider, how the Law now stands, touching Commitments of Persons by the Council Table.

Resolved, &c. That this House doth agree with the Committee in this Vote; That a Committee be appointed to inspect the Laws, and consider how the King may commit any Subject by his immediate Warrants, as the Law now stands; and report the same to the House; with the Addition of these Words, "with their Opinions therein."

Commitments by Council Table.

Ordered, That the King's Council do attend at the said Committee, and be heard.

State of Ireland.

Ordered, That the House will, on Wednesday next, at Ten of the Clock, resolve into a Committee of the whole House, to take into Consideration the State and Condition of the Kingdom of Ireland.

Impeachment of Earl of Arlington.

Ordered, That the Report concerning the Lord Arlington, be made on Tuesday Morning next, Ten of the Clock.

Repairing Highways.

Ordered, That Sir Lancelott Lake, Mr. Wright, Mr. Garaway, Mr. Clarke, Sir Nich. Pedley, Sir Char. Harbord, Mr. Lucy, Mr. Palmes, be added to the Committee appointed to inspect the Laws for Repairing the Highways.

Committees.

Ordered, That all Committees, which were discontinued, be revived; and do sit this Afternoon, in the Places formerly appointed.

Illegal Exactions.

Ordered, That the Report of the Bill to prevent illegal Exaction of Money from the Subject, be heard on Tuesday Morning, next after the Report concerning the Lord Arlington.

And then the House adjourned till Monday Morning, Nine of the Clock.
