Herring trade at Hamburgh.

A letter from the Lord Viscount Townshend [fo. 266, 410] of the 4th instant, relating to the importation of British herrings at Hamburgh, together with the following papers thereby referred to the Board for their opinion thereupon were read vizt.

Herring trade between Scotland and Hamburgh.

Act of Parliament in Scotland.

Advantage of the Dutch in the herring fishery.

Mr. Campbell, member of Parliament for Glascow, attending, their Lordships had some discourse with him concerning the Herring Fishery on that Coast and the aforementioned project of a Convention with Hamburgh; whereupon he said, that the herrings caught before the 24th of June were much better than those taken after, the early herrings being so fat as not to be well cured without foreign salt— that there were no great quantities caught before that time, the day prescribed by Act of Parliament in Scotland for beginning the Fishery being the 10th of June, tho' they do not ordinarily begin before the 20th, till when the herrings come not into the Loughs and that it was a chance if one ship load were taken before the 1st of July—that the Dutch have a great advantage over our fishermen in the west of Scotland, the former having many vessels imployed in the Fishery on the north coast, where they join all in partnership and can much sooner make up a cargo amongst so many, and by being above 100 leagues nearer to Hamburgh &c. could supply those parts with the first herrings. However Mr. Campbell was intirely of opinion it was necessary, we should have the liberty without restriction of importing herrings into Hamburgh, which should be proved to be good, and that it was unreasonable to be obliged to produce certificates there of the herrings being caught after the 24th of June, as is now the practice, since for the goodness of fish, there were better taken before yt. time.

Then their Lordships gave directions for preparing an answer to the Lord Viscount Townshend's letter before mentioned.

Papers about the Palatines laid before the House of Commons.

The copies of several papers [fo. 396] with a list thereof, relating to the Palatines sent to the West Indies, which were required by Mr. Secry. Stanhopes letter of the 26th and mentioned in the minutes of the 27th instant to be laid before the House of Commons pursuant to their address of the 24th of this month, being prepared; the same were taken by Mr. Cokburne in order to lay them before the House accordingly.

The draught of a letter ordered to be prepared the 10th to the Lord Viscount Townshend, in answer to His Lordships of the 4th instant [fo. 407], relating to the project of a Convention with Hamburgh, about the importation of herrings there, was agreed and signed.

The letters from the Lord Archibald Hamilton Govr. of Jamaica [fo. 415], of the following dates were severally read, and the respective papers therein referred to were laid before the Board, vizt.
The letter from His Lordship dated the 26th of April, 1715, mentioned in the minutes of 27th June last.
His Lordships letter of the 2nd of July, 1715 with Account of goods exported from Jamaica from 29th Septr., 1713 to 25th March, 1715 and of goods and negroes imported.
Account of some disputes between the Lord Archibald Hamilton, Govr. of Jamaica, and Mr. Keith, Surveyor General of the Customs.
The letter from the Lord Archibald Hamilton of the 30th Augt., 1715.

Whereupon directions were given for preparing the draught of an answer to His Lordships said letters.

Letter to Mr. Secretary Stanhope about proceedings of the Assembly and subsistence of the forces.

Ordered that the draught of a letter be likewise prepared to Mr. Secry. Stanhope to remind him of what the Board writ the 17th of February [fo. 353, 414] last, relating to the proceedings of the Assembly of Jamaica about the subsistance of His Majesty's Forces there, &c., and to know if His Majesty's Pleasure has been yet declared thereupon.

Letter to Mr. Secretary Stanhope.

Proceedings of Assembly subsistence of Forces.

The draught of a letter ordered yesterday to be prepared to Mr. Secry. Stanhope, upon what the Board writ him the 17th of February last [fo. 413, 421], relating to the proceedings of the Assembly of Jamaica, with particular regard to the subsistence of His Majesty's Forces there, was agreed and signed.

Memorial from several Planters and Merchants in vindication of the Assembly and against Lord Hamilton.

A memorial [fo. 355] from several planters and merchants concerned in Jamaica intituled, a Vindication of the said Island and the Assembly thereof, against the repn. of the Lord Archibald Hamilton, mentioned in the minutes of the 21st of February last, was read, and the papers therein referred to laid before the Board, vizt.

The draught of an answer [fo. 415] to the late letters from the Lord Archibald Hamilton Govr. of Jamaica ordered yesterday to be transcribed, was signed.

Ireland.

Order of a Committee of Councill upon an Irish Bill about hempen and flaxen manufacture.

Draught of report.

Mr. Stephenson summoned.

An Order [fo. 419] of a Committee of Council dated 17th April, 1716, referring to the Board a Bill from Ireland relating to the flaxen and hempen manufactures in that Kingdom, was read, together with the said Bill, whereupon some directions were given for preparing the draught of a report to the Lords of the said Committee, and in the mean time ordered that Mr. Stephenson [fo. 418], who solicits the affairs of Ireland, be desired to attend the Board at ten of the clock on Monday morning next.

Letter to Mr. Martyn Inspector General for account of linen and calicoes re-exported to Ireland.

Letter to Mr. Lowndes.

Duties on printed or stained calicoes.

Ordered likewise that a letter [fo. 423] be writ to Mr. Martyn, Inspector Genl. of His Majesty's Customs for an account of what foreign linens and calicoes have been re-exported to Ireland for the two or three last years; and another letter to Mr. Lowndes [fo. 426] Secry. to the Treasury for an account of the duties now paid upon calicoes printed or stained in this Kingdom, and the gross produce of those duties for the last year.

Barbadoes.

Letter from Mr. Lowther with copy of one to the Governor of Havana.

Representation proposing new Counsellor.

A letter from Mr. Lowther Govr. of Barbadoes, dated the 30th of Decr. last, was read, and the copy of one from him to the Govr. of Havana referred to therein was laid before the Board; whereupon a repn. to His Majesty proposing Wm. Carter Esqr. to be constituted a member of His Majesty's Council in the said Island, according to Mr. Lowther's recommendation of him to supply the present vacancy by the death of Mr. Pilgrim, was drawn up and signed.

Bill hempen and flaxen manufactures.

to attend again.

Mr. Stephenson attending [fo. 417], as he had been desired the 20th instant, in relation to the Bill transmitted from Ireland concerning the Hempen and Flaxen Manufactures, their Lordships had some discourse with him thereupon, and he being asked the reason for doubling the præmium during the first ten years of the term mentioned in the said Bill for exporting sail cloth, or canvas of the manufacture of that Kingdom; he said he was not at present prepared to give their Lordships an acct. of it, but promised to inform himself and attend the Board again on Wednesday.

The draught of a report [fo. 416; v. Infra] in answer to the Order of the Lords of the Committee appointed to consider of the Bills from Ireland, relating to one of the said Bills, about the Flaxen and Hempen Manufactures mentioned in the minutes of the 20th instant, was agreed and ordered to be transcribed.
