Prayers.

Ld. Lisle's Accompt.

MR. Thomas Challener reports from the Committee for Irish Affairs, the State of the Accompt of the Lord Lisle, for his Lordship's Allowance and Entertainment, as Lord Lieutenant for Ireland, and for his Commands in the Army there: That the same being stated, according to the Establishment for Ireland, and the Directions of the Order of this House of 24 Octobris last, there remains due to him Seven thousand Eight hundred Sixty-eight Pounds Four Shillings and Five-pence; but his Lordship desires to acquit the State of Three thousand Pounds thereof: After Defalcation whereof there remains due to his Lordship Four thousand Eight hundred Sixty-four Pounds Four Shillings and Five-pence.

Which Report followeth, in these Words; viz.

This Committee having now received and considered of the Accompt of the Lord Lisle's Entertainments, and other Allowances, as Lord Lieutenant of Ireland, and for his Commands in the Army there, as the same is audited and stated, according to the Establishment for Ireland, and the Directions given by the Order of the House of Commons, of the Four-and twentieth of October last; and finding that, after Defalcation is made of all that hath been received by his Lordship for those Entertainments and Allowances, there remains due unto him the Sum of Seven thousand Eight hundred Sixty-eight Pounds Four Shillings and Five-pence; of which Sum the said Lord Lisle doth desire to acquit the State of the Payment of Three thousand Pounds, in regard that the Entertainments are large, yet no other than are already allowed by the House, and his Stay in Ireland not so long as he could have wished, though his Charge and Pains were well known to be little less before his going hence, than there; so that then the Sum remaining will be Four thousand Eight hundred Sixty-four Pounds Four Shillings and Five-pence; it is now thought fit, and resolved by this Committee, That, in pursuance of the said Order of October last, the same be reported to the House of Commons; with the Opinion of this Committee, That the said Sum of Four thousand Eight hundred Sixty-eight Pounds Four Shillings and Five-pence may be paid unto the said Lord Lisle; that is to say, the One-half thereof, being Two thousand Four hundred Thirty-four Pounds Two Shillings and Two-pence Half-peny, out of the weekly Assessments for Ireland, coming in by the Ordinances of Parliament, made in the Year 1644 and 1645; out of which many Officers, serving in the Wars of Ireland, have lately been appointed Part of their Arrears; and the Residue, being Two thousand Four hundred Thirty-four Pounds Two Shillings and Two-pence Halfpeny, out of the Monies coming in by the Ordinances of the Thirteenth of January 1647, and 5 Junii 1648, for raising Fifty thousand Pounds for Ireland: And that the Council of State, and the Committee for the Affairs of Ireland, sitting in the Star Chamber, may respectively give Order for Payment thereof, accordingly: And Mr. Challener, or, in his Absence, Sir Wm. Strickland, are desired to report the same to the House of Commons, as soon as may be.

Resolved, &c. That this House doth allow of the Accompts of the Lord Lisle, and of the Sum of Four thousand Eight hundred Sixty-four Pounds Four Shillings and Five-pence, due to the said Lord Lisle, for his Entertainments and Allowances, as Lord Lieutenant of Ireland, and for his Commands in the Army there.

Resolved, &c. That this House doth Order, That the said Sum of Four thousand Eight hundred Sixty-four Pounds Four Shillings and Five-pence be paid unto the said Lord Lisle, or his Assigns, in manner following; viz. Two thousand Four hundred Thirty-four Pounds Two Shillings and Two-pence Halfpeny, out of the weekly Assessments for Ireland, coming in by the Ordinances of Parliament made in the Year 1644 and 1645; and the Residue thereof, being Two thousand Four hundred Thirty-four Pounds Two Shilling and Two-pence Halfpeny, out of the Monies coming in by the Ordinances of the Thirteenth of January 1647, and the 5th of June 1648, for raising Fifty thousand Pounds for Ireland.

And it is Ordered, That the Council of State, and the Committee for the Affairs of Ireland, sitting in the Star Chamber, do respectively give Order for Payment thereof to the said Lord Lisle, or his Assigns, accordingly.

Circuits.

Ordered, That it be referred to the Lords Commissioners for the Great Seal, to appoint the several Judges their several Circuits.

Ordered, That Baron Thorpe do go the Northern Circuit for this time.

Resolved, &c. That this House doth leave it to Justice Phesant, to go such Circuit as the Lord Commissioners shall appoint, if he shall find it may stand with his Health; or otherwise, that he be excused.

Ordered, That the Lords Commissioners for the Great Seal do prepare a Letter, to be subscribed by Mr. Speaker, to be sent to the several Judges who are to go the several Circuits.

Ordered, That it be referred to the Committee of the Revenue, to pay the Salaries to the Lords Commissioners for the Great Seal, and to the rest of the Judges, respectively: And the said Committee are required forthwith to make Payment thereof to them respectively accordingly.

Ordered, That Mr. Wm. Littleton and Mr. Bulstrode be and are hereby appointed Judges for the Circuit of North Wales; viz. for the Counties of Carnarvon Merioneth, and Anglicey: And that the Lords Commissioners for the Great Seal do grant them Commissions accordingly.

Ordered, That it be referred to the Committee of the Revenue, to give such further Allowance, as they shall think fit, to the Judges appointed to go the Circuit of North Wales, over and above the Fifty Pounds per Annum Fee, and Thirty Pounds per Annum Diet, formerly allowed unto them.

Ordered, That Baron Thorpe and Sir Thomas Widdrington do, upon Conference with Sir Henry Vane senior, and the rest of the Gentlemen of the County of Duresme, prepare, and bring in, an Act for enabling the Judge that goeth the Northern Circuit to hold an Assize at Duresme.

Ordered, That it be referred to the said Baron Thorpe, Sir Thomas Widdrington, Sir Henry Vane senior, and the rest of the Gentlemen of the County of Duresme, to consult with Baron Rigby, How to continue the Proceedings in the County Palatine of Lancaster as formerly.

Lincoln Assessments.

Ordered, That Richard Bryan, Thomas Eastost, Michael Muncton, Samuel Clyatt, Marmaduke Tomlins, Christopher Wray, Joseph Larke, Thomas Johnson, Theophilus Harnes, John Sheffield, John Sandes, Charles Newcomen, Robert Christopher, Peter Bradley, Wm. Davison, Thomas Rosseter, Wm. Skinner, Esquires, be added to the Committee for the Assessments of the Ninety thousand Pounds per mensem, for the County of Lincoln; Thomas White for the City and County of Lincoln.

Wiltes Assessment.

Ordered, That Mr. John Caves of Marlborough, Mr. James Abbott of Sarum, Mr. George Ivye, Mr. Chute of Segry, Mr. Richard Scott, Mr. Sherfton of Brownham, Mr. Wm. Adlam, Mr. George Eyer, Mr. John Riddiate, Mr. Ephraim Westley, Mr. John Stephens, and Mr. Wm. Yarbary, be added to the Committee for Wilteshire, for the Assessment of the Ninety thousand Pounds per mensem.

Allowances and Pensions.

Ordered, That the Six Pounds per Week, formerly allowed to the Lady Ranulaugh, and her Four Children, and charged upon the Sequestrations of Guildhall, be continued, and paid weekly, to the Lady Ranulaugh, and her Four Children, until this House take further Order.

Ordered, That the Two hundred Pounds per Annum, formerly ordered unto the Lady Blaney, out of the Lord Brudnell's Estate, be continued unto the Lady Blaney, for Maintenance of herself, and her Nine Children: And that the same be paid unto her accordingly, until this House shall take further Order.

Ordered, That the Four Pounds per Week, formerly allowed unto the Lady Cawfield, and charged upon Haberdashers Hall, be continued, and paid unto her weekly, until this House shall take further Order.

Ordered, That the Three hundred Pounds a Year, formerly ordered to Mrs. Chicester, for Maintenance of herself, and her Four fatherless Children, out of the Lord Brudnell's Estate in Lincolnshire, be continued, and paid unto her, until this House take further Order.

Ordered, That the Four Pounds per Week, formerly ordered to the Lady Denny, for the Maintenance of herself, and her Seven fatherless Children, out of * * *, be continued, and paid to her weekly, until this House shall take further Order.

Ordered, That the Fifty Pounds per Annum, formerly ordered to Mrs. Mary Blaney, out of the Duchess of Bucks' Estate in Rutlandshire, be continued, and paid unto her accordingly, until this House take further Order.

Resolved, &c. That the Lady Dorothy Loftus, and Six Children, be allowed a weekly Allowance of Five Pounds per Week, in regard of her Losses sustained in Ireland: And that the same be charged upon Haberdashers Hall: And that the same be paid to her, or her Assigns, by the Committee and Treasurers at Haberdashers Hall weekly, until this House shall take further Order.

Ordered, That it be referred to the Council of State, to consider the State of the Business touching Sir Adam Loftus, both for the Four thousand Pounds claimed to be due to him, and the Loss of his Office; and to state the same, and present their Opinions therein to this House.

Ordered, That Five Pounds per Week be allowed, and paid weekly, to the Countess of Kildare, or her Assignees, from henceforth, in respect of her great Losses sustained in Ireland: And that the same be charged upon Haberdashers Hall: And the Committee at Haberdashers. . . . and their Treasurers, are required to pay the same accordingly: And the Acquittance or Acquittances of the said Countess, or her Assigns, testifying the Receipt thereof, shall be a sufficient Discharge to the said Committee, and their Treasurers, in that Behalf.

Grant to Ly. Burlace.

Colonel Temple reports from the Committee for the Affairs of Ireland, the State of the Accounts of the Lady Burlace.

Ordered, That Four Pounds per Week be allowed, and paid from henceforth weekly, unto the Lady Burlace, or her Assignees, for her Relief: And that the same be charged upon Haberdashers Hall: And the Committee at Haberdashers Hall, and their Treasurers, are required to pay the same accordingly: And the Acquittance or Acquittances of the said Lady Burlace, or her Assigns, testifying the Receipt thereof, shall be a sufficient Warrant and Discharge to the said Committee, and their Treasurers, in that Behalf.

Lady Tyrringham.

The humble Petition of Dame Magdalen Tyrringham Widow, Relict of Sir Arthur Tyrringham Knight, one of the Privy Counsellors for the Kingdom of Ireland, late deceased, was this Day read.

Resolved, &c. That the said Petition be referred to the Committee for Irish Affairs, in the Star Chamber; to consider thereof; and state the Business, and present their Opinions therein to this House.

Glencor's Claims.

Ordered, That the Sum of Fifty Pounds be paid unto Mr. Robert Glencor, Post Master of the Stages between Carlisle and Port Patrick, upon Account: And that the same be charged upon Haberdashers Hall, in Part of the Arrears due to him, for his Service since the Post was settled by Order of this House: And that the Committee at Haberdashers Hall, and their Treasurers, do pay the said Fifty Pounds unto the said Mr. Robert Glencor, or his Assigns, accordingly: And the Acquittance or Acquittances of the said Mr. Robert Glencor, or his Assignee, testifying the Receipt thereof, shall be a sufficient Warrant and Discharge to the said Committee, and their Treasurers, for the Payment thereof.

Grant to Esmond.

Ordered, That Catharine Esmond, a fatherless Child, be relieved out of the Five hundred Pounds formerly granted for Relief of the Poor in Ireland, contained in a List formerly exhibited.

Reports, &c. deferred.

Ordered, That Mrs. Bodevile's Report, and the Petition of Mrs. Bridget Powell, be taken into Consideration on Thursday next.

Ordered, That Ralph Grundye's Report be made by Mr. Henry Herbert, on Thursday next.

Gen. Ireton.

Mr. Scott reports from the Council of State, That Commissary General Ireton shall be the Person who shall be the next Commander in Chief of the Forces in Ireland, under the Command of Lieutenant General Cromwell.

Resolved, &c. That this House doth agree with the Council of State, That Commissary General Ireton shall be the Person who shall be the next Commander in Chief of the Forces in Ireland, under the Command of Lieutenant General Cromwell.

Ordered, That it be referred to the Council of State, to settle the Method and Order of the Chief Commanders that are to go into Ireland.

Ordered, That, in respect of the present Service Commissary General Ireton is to undertake for Ireland, it be referred to the Committee of the Army, to pay Commissary General Ireton Two thousand Pounds forthwith, upon Account, in Part of his Arrears: And that the said Committee be required to pay the same to him, or his Assigns, accordingly: And his Acquittance or Acquittances, testifying the Receipt thereof, shall be a sufficient Warrant and Discharge for Payment thereof accordingly.

Army.

Ordered, That of those Regiments of the late Establishment of the Army, made in the Year 1647, which are appointed to go for Ireland, the particular Officers and Soldiers that shall not engage for Ireland, but desire to be disbanded, and go to their Homes, shall, upon their Disbanding, have the same Proportion of their Arrears in ready Money, as those that do engage for Ireland are to have. Provided, that this Allowance shall not extend to any such Officers or Soldiers of the said Regiments, who, having been formerly disbanded, have been entertained again into Service, since the Fifteenth of January 1647.
