PRAYERS.

One per Cent. Duty.

SIR H. Vane reports from the Committee appointed to consider of the State of One per Cent.

And, after the House had considered of this Report, it was as followeth;

Resolved, upon the Question, That a Tenth Part, over and above the Subsidy to be now settled in the New Book of Rates, by Parliament, shall be collected upon all Goods imported and exported; that is, upon every Ten Shillings, Twelve-pence; and so upon all other Sums that are to be collected by virtue of this Act: The which Sums of Money, so to be collected, are to be employed for the Suppression of all Pirates, and for the Relief and Redemption of English Captives.

Resolved, upon the Question, That an Act of Parliament shall be prepared, to continue for Three Years, from the Time of his Majesty's Royal Assent given; and a Clause in this Bill to repeal the former.

Resolved, &c. That this Collection shall commence from the Second of May next.

Resolved, &c. That all Monies, already collected by virtue of the present Act of One per Cent. now in Force, shall be restored by the Collectors to the Parties interested: And whatsoever Bonds have been entered into, by virtue of the said Act, shall be likewise cancelled and restored, as soon as this Act shall be passed.

Turkish Pirates, &c.

Ordered, That Sir Walther Erle do acquaint the Lord Admiral of the Information given to this House, of the Turkish and Moorish Pirates that are come upon the Western Coasts: And to desire his Lordship speedily to set forth to Sea, Ships for Defence of those Coasts.

Leave of Absence.

Mr. Pierrepoint has Leave to go into the Country.

Suppressing Pirates, &c.

Mr. Grimston and Mr. Serjeant Cressweld are appointed to prepare a Bill for the Settling of One half per Cent. upon Goods imported and exported, to be employed for the Suppression of Pirates, and Relief of English Captives, according to the Votes of this House; and to bring it in with all Expedition.

Kirk's, &c. Petition.

Ordered, That all the Lawyers of the House, and Mr. Green, be added to the Committee where Mr. Whittlock has the Chair, appointed to consider of the Petition preferred to this House, by George Kirk, and Humfrey Walrond Esquire, and others.

Pension to Prince Elector, &c.

Ordered, That the Pensions formerly assigned to Prince Elector, Prince Rupert, Prince Maurice, and Princess Elizabeth, by his Majesty, shall be continued unto them, and paid according to his Majesty's Assignment, and as the Queen of Bohemia is paid.

Army Appointment.

Resolved, upon the Question, That this House doth approve of Sir Wm. Ogle, nominated by the Lord Lieutenant, to be Colonel of One Regiment.

Conference.

A Message from the Lords, by Serjeant Whittfield and Serjeant Glanvile;

The Lords do desire a present Conference, by a Committee of both Houses, in the Painted Chamber, if it may stand with the Conveniency of this House, concerning some Matters in the First Article of the Reme- dies sent up from this House to the Lords.

Answer returned by the same Messengers; That this House has taken their Lordships Message into Consideration; and will give a present Meeting, as is desired.

Mr. Reynolds, Mr. Pym, Mr. Hampden, * Whittlock, are appointed Reporters of this Conference.

Mass in Ambassadors Houses.

Ordered, That a Message shall be sent to the Lords, to desire their Lordships that a Message may be sent from both Houses, to the Ambassadors of foreign Princes, to desire them not to permit any English to come to hear Mass in either of their Houses.

Committee of Adventurers.

Ordered, That the Committee of Adventurers shall have a Copy of the State of the Army, according to the several Lists passed in this House.

Judgment against Attorney General.

A Message from the Lords, by Sir Ro. Riche and Mr. Page;

The Lords have commanded us to acquaint you, that their Lordships are ready to proceed in Judgment against Mr. Attorney General, if this House, by their Speaker, be ready to demand Judgment against him, upon their Impeachment.

Answer returned by the same Messengers; the House hath taken into Consideration your Message; and hath resolved to send their Speaker to demand Judgment presently.

This Committee is appointed to consider what Course is fit to be held, and Judgment upon the Proceedings in the Lords House against Mr. Attorney, upon the Impeachment of this House: And likewise to consider, whether the Parties interested in this Accusation, are any way barred by this Judgment against Mr. Attorney, from that Reparations they ought to have in this Case: And likewise to consider of the Bill sent to his Majesty, concerning them; and his Majesty's Answer unto it: And are to meet on Monday next, at Two post meridiem, in the Court of Wards; and so from time to time, as they shall think most convenient.

Tonage and Poundage.

Ordered, That the House shall be resolved into a Committee on Monday Morning, at Nine of Clock peremptorily, to take into Consideration the Bill of Tonage and Poundage: And Mr. Speaker is to put the House in mind of this Order.

Payment for Intelligence.

Resolved, upon the Question, That Mr. Wheeler shall pay unto the Gentlemen employed by the Lord Admiral to make Discoveries upon the Coasts of France, whereof Report was formerly made to this House, Fifty Pounds: And that Sir H. Vane shall return Thanks to the Lord Admiral for his Care of the Commonwealth herein: And that this Order shall be a sufficient Discharge to Mr. Wheeler, for the Payment hereof, without any particular Ac/?/tance.

Col. Billing.

That Sir Walth. Erle do go to the Lords, at the next Sitting, to know what is become of Colonel Billing, whom their Lordships have sent for, as this House is informed.

Lansmonier, a Priest.

Whereas Mr. Speaker received this Day a Letter from the Mayor of Portesmouth, that one Lansmonier, a Priest, and Servant to the French Ambassador, came thither to baptize the Child of one Mr. Bardow, a Recusant, and pretended Servant to the Queen's Majesty; who confesseth he did baptize the said Child, in the House of the said Bardow, the Eighteenth of April, 1642; and confesseth to have taken the Orders of Priesthood in France; and is apprehended, and now in Custody: The House thinks fit to leave the said Lansmonier to his Trial at Law.

Kent Petition.

Ordered, That the Declaration eoncerning the Petition framed at Maidston, this Day presented from the Committee appointed to prepare such a Declaration, be recommitted to the same Committee.

Raising Horses.

Ordered, That it be referred to the Commissioners for Irish Affairs, to furnish the Lord Cromwell with so much Monies as may raise Five and Twenty Horses, at the Rate of Twelve Pounds a Horse [a].

Apprehending suspicious Persons.

Ordered, That Sir Gilb. Gerard, Sir Jo. Franklyn, and Mr. Whittacres, do issue forth their Warrant for Apprehending of a Priest, and such other suspicious Persons as they shall be informed of by Sir Wm. Erle: And to make Search for Letters, and other Things, that may concern the Safety of Ireland.

Ld. Delvyn; &c.

Whereas the Earl of Westmeathe, Grandchild ..: the Lord Delvyn, and his Company, have been detained ever since Christmas in Custody, at Beumorris in Wales: And though the House hath thought fit to have them sent for up, yet, in regard of the Sums of Money they are indebted in the Places where they are detained, they have not yet been brought up: Therefore Ordered, That it be referred to the Commissioners for Irish Affairs, to take this Matter speedily into Consideration; and to write to the Earl of Westmeath, or to recommend it to the Lords Justices of Ireland, to speak with the Earl of Westmeath, to discharge these Debts: Or that the Commissioners do take such further Course herein as shall be thought fit; to the End the said Persons may be brought up hither.

Whereas the Soapers of Westminster have been heard by their Counsel; and, after a Report made to this House of the whole Cause, whereupon they have been voted Delinquents; and a Warrant, directed to the Serjeant attending this House, to arrest the said Persons; who hath returned his Answer, That Sir Richard Weston Knight, Francis Plowden and Beverley Britton Esquires, are fled beyond the Seas; And that Sir Edward Stradling Knight, John Giffard, Baynham Vaughan and George Vaughan, Esquires, are not to be found by him;

Resolved, upon the Question, That the Bill shall be proceeded on against the said Persons, without any further Notice, or Summons, to be given unto them in that Behalf.

Resolved, &c. That Sir Henry Compton Knight, Sir Wm. Foord Knight, Thomas Jones and Edmond Windham Esquire, being bailed; Sir Basill Brooke, being bailed; Sir John Hales Knight, Sir Fitzwilliam Conisby, being ready to attend this House; shall be heard by the Committee, before the Bill pass against them, if they shall within One Week, desire the same.

Resolved, &c. That the Committee shall present the Names of the Heirs and Executors of such of the Company of Soapboilers of Westminster as are since deceased; and of the Names of such Heirs and Executors, that since the Decease of the Executors, have received any Shares; and their Opinion what is fit to be done herein.

Resolved, &c. That the Names of the Lord of Valentia, Sir Thomas Glemham, and Wintour Grant, shall be put into the Bill concerning the Soapboilers: And that they shall have the Advantage of the Order of this House to be heard, if they do desire it.
