Sept. 1. Charles Bertie to the Customs Cashier to pay in its course according to date, Mr. [Lawrence] Hyde's tally for 867l. 12s. 4d., "and in case you shall advance the money due thereon, Treasurer Danby will allow you interest for the same for the time, as to others in like case." Sept. 2. Approbation by Treasurer Danby of John Haynes as clerk to the Registers of Excise, loco Thomas Geywood, deceased, with the like salary from the King which said Gaywood received : which salary is to be inserted in all future quarterly salary bills of the Excise Office. The Registers of Excise are hereby desired to depute said Haynes. Warrants not Relating to Money VII. p. 237.
Warrant from same to the Surveyor General of Crown Lands for a particular and ratal of certain premises, with a view to a lease thereof to Rich. Lansdown at a fine of 5l. and rental of 13s. 4d.

Warrant from Treasurer Danby to the Customs Cashier to receive from Michaell Weikes so many tobacco [duty] bonds as shall amount to 3,000l., and to deliver same to Charles Bertie in discharge of his tally for that amount for secret service, which tally is directed to be satisfied out of such bonds. Care is to be taken that the bonds so to be delivered be such as are not likely to be discharged or drawn back by debentures. Ibid, p. 308.
Money warrant for 1,000l. and 100l. to Isaac Le Gouch, his Majesty's Jeweller, being for a diamond ring of the value of 1,000l., which is to be presented to Count Anthony of Oldenburg, Ambassador Extraordinary from the King of Denmark ; and for a diamond ring of the value of 100l., given to —, Secretary to the said embassy : all as by the certificate of the 17th ult. from the Earl of Arlington, Lord Chamberlain of the Household. Warrant from Treasurer Danby to Tho. Green, gent., Cashier and Paymaster to the Offices for Exchanging, transmitting and bringing in several of his Majesty's moneys, to pay (out of the moneys remaining in your hands as Cashier and Paymaster to the [said] Office lately erected in London) 60l. to John Lynn, gent., as reward for his service, he being formerly appointed clerk under the Agents for the better managing and bringing in the Hearthmoney, with the salary of 60l. per an., which duty he performed with all diligence, and hath since taken great pains in writing certificates, engrossing large books of arrears of the Royal Aid, Additional Supply and divers other taxes, and hath performed several other considerable services relating to the said taxes, for which he has had no fee or reward. Sept. 3. Warrant from Treasurer Danby to the Customs Commissioners to employ Thomas Ummant as a tidesman at Weymouth, loco John Barber, dismissed. Out Letters (Customs) IV. p. 109.
Charles Bertie to "Good Cousin" [Sir Robert Howard, Auditor of the Receipt] to issue to the Earl of Rochester for one quarter of his pension as a Gentleman of the Bedchamber the 250l. which the Customs Cashier has lately brought into the Exchequer. Out Letters (General) p. 309.
Charles Bertie to the Customs Cashier to pay forthwith the 100l. due to Sir Edward Walker, late Garter King at Arms in his life time, which Treasurer Danby gave warrant for some time since. Out Letters (General) p. 310.
Same to Mr. Segar to pay Col. Wanklyn 100l. out of "my [Bertie's] money for secret service, which pray pay accordingly, and place it to my account of that service. You are to take his acquittance for one year, due the 29th inst." Ibid.
Sept. 4. Cave that John Stone's place as assistant to the Clerk of the Coast business in the port of London be not disposed of till Mr. Charles Osborne, Surveyor General of the Customs, be made acquainted [with the proceedings therein]. Caveat Book, p. 36.
Sept. 5. Charles Bertie to the Navy Commissioners to make out bills of imprest to the Victuallers of the Navy for their extraordinary petty warrant victualling to June 30 last, assigning same for payment out of such money or by such funds as shall be [by Treasurer Danby] assigned to the Treasurer of the Navy for the payment of them [said Victuallers]. Reference from Treasurer Danby to the Customs Commissioners of the petition of Henry Robinson, master of the [ship] Black Cock, of London, who not being able to get any Englishmen, was forced to take six strangers to sail his ship and to bring her home to London, where she arrived manned by himself, eight English and six strangers, and was accordingly seized by the Surveyor of the Navigation Act. The like reference of the petition of John Estes, of Deal, master of the ship Providence, setting forth that the Customs Commissioners have caused him to deposit Aliens' duty by reason that sailing forth to the Baltic his men were pressed [for the Navy and he consequently had to hire strangers], and praying that he may pay [natives'] Customs, as if three-fourths of his mariners were Englishmen. Ibid, p. 110.
The like reference of the petition of John Margett, Collector of Poole, who prays an allowance for the time past and an addition for the time to come. Ibid.
Sept. 6. Charles Bertie to the Customs Cashier. You have hitherto paid into the Exchequer 2,000l. weekly for the service of the Navy. You are now desired to increase the said sum to 2,500l. each week if the Customs will bear it. Out Letters (General) p. 311.
Same to Mr. Seymour, Treasurer of the Navy. The Customs Cashier is, as above, desired to bring into the Exchequer 500l. a week over and above the 2,000l. a week to be issued to you. Herein you are desired in the first place to satisfy the money paid by the Customs Cashier in several parts of the kingdom by [bills of] exchange for pressing of seamen. Ibid.
Same to same. Treasurer Danby desires that the 2,000l. this week received by you out of the Exchequer may be issued in such assignments as the Navy Board shall make for the transportation of horses. Ibid.
Charles Bertie to Mr. Seymour, Treasurer of the Navy. Treasurer Danby has thought it expedient for the present satisfaction of the merchants who have lately petitioned him, that all the bills for store in your Office be forthwith assigned for payment out of such moneys as shall come to your hands [out] of the Poll Bill or out of such other moneys or by settlement [assignment] on such funds as Treasurer Danby shall appoint for their satisfaction. Same to the Customs Cashier. It appears by your certificate that you have received from the sheriff of London 7,281l. 17s. 10d. levied upon the estate of William Bellamy, merchant. Richard Prowse, Solicitor to the Customs, certifies that 1,013l. 12s. 8½d. thereof was levied on three of said Bellamy's bonds for 1,410l. 16s. 5d. which were assigned to Sir Robert Viner. You are to pay said 1,013l. 12s. 8½d. to said Viner, he having formerly on receipt of said bonds delivered to your tallies for same. Ibid.
Sept. 9. Warrant from Treasurer Danby to the King's Remembrancer to issue a commission to the following persons (viz., Sir Courtney Pole, and Sir Copleston Bampfield, barts., Tho. Strangwaies, John Pool, William Floyer, senr., Giles Dunstar, William Ellesdon, Jno. Clement Esqrs., and Robert Jones, Henry Flory and John Chamberlain, gent.), to enquire of certain frauds, insolencies and evil practices committed by several lewd and evil persons in Lyme Regis port, co. Dorset, as well in the importation of certain French linens and other commodities which are prohibited by law to be imported, and in defrauding the King of his Customs. Treasurer Danby to Serjeant Ramsey and the rest of the [herein] Commissioners of bankrupt. I am informed that a commission of bankrupt is lately issued to you against John Napper, of Bristol, linen draper, who is indebted to the King in 200l., which he received of John Tooker, gent., Receiver General of poll money for co. Somerset, which 200l. said Napper was to return for Tooker into the Exchequer. I desire you to take especial care that no dividend or other disposal be made of the estate of said Napper until the King's debt be fully satisfied. Warrants not Relating to Money VII. pp. 238-9.
Warrant from same to Sir Rob. Croke, Clerk of the Pipe, for a lease to David Moore, gent., for 31 years from Lady day [in 1677] last of the lands and woods called Potters Park, co. Surrey, lying near Quernwood in Chertsey walk, in the Forest of Windsor : all at the yearly rent of 36s., payable half yearly.
Prefixing : particular of the premises and Surveyor General's ratal thereof dated 1677, July 23. Premises were demised to John Lyne (Line), gent., by patent under the Exchequer seal 1661, July 27, for 31 years at 36s. rent. The consideration to be a fine of 4l. and the surrender of the lease in being.

Edward Seymour, Treasurer of the Navy, to pay (out of the Navy moneys imprested to you at the Exchequer) 1,881l. 0s. 5¼d. to Richard Kent, being 1,410l. 15s. 4d. and 470l. 5s. 1¼d. in satisfaction of 6 per cent. interest and 2 per cent. reward on several sums amounting to 100,408l. 5s. 5d. by said Kent advanced and lent to Anthony Stephens, gent., for the service of the Navy, as appears by an account thereof stated by Auditor Richard Aldworth to June 24 last. Warrant from Treasurer Danby to the Receipt to issue the abovesaid 1,881l. 0s. 5¼d. to the Treasurer of the Navy on an unsatisfied order in his name for the service of the Navy : same to be by levying tallies on the Customs. Money Book (General) p. 310.
Royal warrant to the Attorney or Solicitor General for a great seal for a grant to Sir Samuel Morland, Kt. and bart., and Dame Anne, his wife, of an annuity or yearly pension of 400l. : to be paid to them and the survivor of them by tallies of assignment quarterly on the Tenths of the Clergy : all from June 24 last : same to be in consideration of the good and faithful service performed to the King by said Morland both before and since the Restoration : the grant of 1671, April 27, giving to said Sir Samuel Morland a pension of 300l. out of the Tenths during pleasure is hereby revoked, as is likewise the privy seal of 1672, Dec. 12, granting him [a further] 300l. per an. out of same during pleasure. Same to same for a same for a grant to the abovesaid Sir Samuel Morland of an annuity or yearly pension of 200l. for life, and of the like annuity or yearly pension to his son, Samuel Morland, for life : the pension to the father to commence from June 24 last ; that to the son to commence from the death of the father : both to be payable quarterly out out the Tenths of the Clergy ; and to be in consideration as above, and also in consideration of [the abovesaid] two pensions of 300l. per an. each formerly granted to said Sir Samuel, and now determined as above. Same to same for a same for a new demise or grant to Sir Christopher Musgrave, his executors, administrators and assigns of certain tolls in Cumberland and Westmorland, viz., for such term as the remainder of the present lease, with 31 years added thereto, shall amount to (being 55 years from Lady day last) : the said tolls having been formerly granted to Sir Phillip Musgrave, said Sir Christopher's father, for 31 years, the unexpired part of which term (viz., 24 years) is possessed by said Sir Christopher as his father's executor : the present grant to be under the rent now [in the present lease] reserved : viz., 40s. per an., payable half yearly at Michaelmas and Lady day. Sept. 10. Warrant from Treasurer Danby to the Customs Commissioners to open and deliver, customs free, at the house of Ralph Montague, late Ambassador to the French King, 228 parcels of his household stuff, coaches, etc., lately come from France in the Jonas Hye and Little Samuel, of London. Out Letters (Customs) IV. p. 110.
Same from same to Sir John Shaw, Surveyor of the Navigation Act, to register as a free ship (and to grant a certificate thereof in the usual manner), the Elizabeth, of London, 60 tons burden or thereabouts : it being certified by Secretary Williamson that the King's warrant dated at Windsor 1674, July 8, countersigned by Lord Arlington for making said ship free, appears in the books of said Williamson's office. Same to the Customs Cashier to forthwith bring in 50l. 3s. 9d. for half a year of Serjt. Topham's fee and [board] wages. "I perceive Mr. Chiffinch's money directed to be brought in with the Gent and Grooms of the Bedchamber is not yet come in. He ought to be remembered." Ibid.
Sept. 12. Same to "Good Cousin" [Sir Robert Howard, Auditor of the Receipt]. Treasurer Danby has directed an addition of 500l. to be made to the weekly payment for the Navy out of the Customs, which makes the Navy's sum 2,500l. a week. Same is to be duly issued to the Treasurer of the Navy as it shall be brought in from the Customs. Ibid, p. 314.
Charles Bertie to the Navy Commissioners. Treasurer Danby taking notice of your late frequent representations of the want of money for several necessary uses, has thought fit, upon consideration thereof, to direct that the 2,000l. per week which shall be received by the Treasurer of the Navy out of the Exchequer, be applied to such of the uses mentioned in your late list sent to the said Treasurer, or to such other uses as you shall from time to time find most necessary for the best advantage of his Majesty's service [but on condition that it be done] with respect to the settled and due course of payments [already prescribed] : and therein Treasurer Danby desires you would exclude your own salaries for which he intends to make some other particular provision. And his lordship further directs that the 2,000l. received the 3rd inst. shall be applied to the payment of tickets of such seamen as were turned over into the ships lately paid off : and for the future such a proportion out of the aforesaid weekly sum is to be for tickets, as you shall judge convenient. Same to the Treasurer of the Navy. The 2,000l. received by you out of the Exchequer the 3rd inst. is to be applied to the payment of tickets, and for the future 2,000l. out of the weekly 2,500l. Navy money out of the Exchequer is to be issued to such uses as the Navy Board shall from time to time appoint pursuant to such directions [ut supra] as they have received from Treasurer Danby. Ibid.
Sept. 15. Same to the [Customs Commissioners]. By warrant of July 17 last Treasurer Danby directed you to frame charges upon the depositions against several officers at Poole and to take their answers thereupon, and to report to him. He expects to hear what you do herein with what speed you can that such a course may be taken therein as the King's service requires. Mr. Younger continues his attendance and importunity till something be done thereupon. Out Letters (Customs) IV. p. 112.
Sept. 16. Money warrant for 1,300l. to Sir Leoline Jenkins, Kt., for 13 weeks' ordinary Sept. 8 last to Dec. 7 next as one of the Ambassadors Extraordinary and Plenipotentiaries for the Treaty of Peace at Nimuegen : to be satisfied by tallies on the Customs. (Charles Bertie dated Oct. 2 to the Customs Cashier to pay said tally in course, according to its date : and if you will advance all or any part of the money upon the same, Treasurer Danby will allow you 8 per cent. interest from the time of advance till the time of payment in course.) Sept. 17. Warrant from Treasurer Danby to the Customs Commissioners to permit Sir Thomas Bond to export four horses from Dover, Customs free, for France ; notwithstanding the late order to the contrary. Out Letters (Customs) IV. p. 112.
Same from same to same to permit the landing, Customs free, of the goods of Ambassador Hyde, which goods are now remaining on the Katherine yacht, in London port, from Holland.
Appending : schedule of said goods signed by Tho. Jackson "on behalf of my Lord Ambassador" (including two large pictures in cases, a little box of china ware, some little Delphs ware).

Warrant from Treasurer Danby to the Customs Commissioners to permit the re-shipment, Customs free, in any ship bound for Cadiz, of 460 quarters of [wheat and] barley, laded for Cadiz by William Russel, of London, merchant, on the ship Diligence, of London, Nicho. Upton master, who has petitioned, setting forth that said ship on her voyage proved leaky, and had part of her keel broke, and was forced to put into Dover, where the officers permitted him to unload his corn and leave it in their custody : which said ship is not capable of carrying corn, but the owners have patched her up and she has gone away empty : whereon the officers pretend that they cannot give him leave to ship corn away in another ship without paying Custom, and said corn cost petitioner in Scotland above 400l., and having taken wet and grown musty, is not now worth 60l., which is less than the Custom would come to : on which petition the Customs Commissioners report that said ship from Heymouth [Eyemouth] in Scotland for Cadiz was disabled etc., as above, but that it is not the practice in the Customs to allow the liberty of re-shipping in another ship in such case without payment of Custom ; but that the case is deserving of favour as the corn is so much damaged that it is not worth 2s. a quarter. Same from same to same to discharge the seizure of the ship George, of London, Jacob Wartlow master, it appearing from the certificate of Capt. Low, deputy Surveyor of the Navigation Act, that petitioner Wartlow is a free denizen of this kingdom, has inhabited here seven years with his wife and family, and that his ship is a free ship belonging to Mr. Jacob Lucy and Mr. Samuel Shephard, merchants, of London, and that petitioner sailed with his ship the latter end of Oct. last from the Downs for Rochelle regularly manned with ten English, but two thereof were pressed at Plymouth, so he sailed to Rochelle with eight English, and thence to Dort, where those eight left him, and in their place he could only take in five English, one Dutch boy and three Scotchmen, who have for the greatest part of their life been resident in England, so that he came home within one-third part of a man of the proportion of English required by law, for want of which his ship is seized. Sept. 18. Reference from Treasurer Danby to the Customs Commissioners of the petition of Nicholas List, master of the ship Dilligence, praying the discharge of said ship which has been lately seized by the Surveyor of the Navigation Act. Out Letters (Customs) IV p. 114.
Sept. 19. Charles Bertie to the Navy Commissioners to make out a bill of imprest for 5,000l. to the Governors of the poor's chest at Chatham, or to whom they shall appoint, to enable them to make their next general pay. Said bill is to be assigned on the Paymaster of the Navy. Out Letters (General) p. 315.
Same to the Speaker [of the House of Commons, Edward Seymour, in his capacity as Treasurer of the Navy] to issue to the Paymaster of the Navy the abovesaid 5,000l. : same to be in part of the 30,000l. (advanced upon orders on the last tax) for wages for ships. Ibid.
Same to same. You have provided 30,000l. at Treasurer Danby's desire for payment of ships. His lordship directs that orders which have been issued to you for the like sum upon the late Eighteen Months' Assessment for that purpose be by you used to raise the said sum at or about the 1st day of Feb. next at 8 per cent. interest, to enable you to satisfy the like sum by you provided as abovesaid. Warrant from Treasurer Danby to same to allow or repay to Gilbert Metcalfe, of London, merchant, and the rest of the owners the twentieth part of the Customs of goods imported in the ship Henry and Anne, of London, Thomas Arnold commander, in her second voyage as the Act (22-3 Car. II.) allows to ships of two decks above 300 tons and 30 pieces of ordnance, her said second voyage being, it seems, the first wherein she was qualified for the said allowance : the said Customs Commissioners having reported on the 11th inst. that it is certified by Robert Castell, builder of said vessel, that the ship John and Martha was burnt at Blackwall in 1675 down to the water edge, that the whole remainder of her hull was bought by him. Castell, of Gregory Page for 100 guineas, and to a small matter she was pulled in pieces, and the Henry and Anne built thereupon of 380 tons burden, being 40 tons bigger than the John and Martha ; and same was sold, new built, to Capt. Arnold for 2,480l., and was launched at Deptford, 1675, Aug. 20, within the time of said Act. The same is also certified by Capt. Low, deputy Surveyor of the Navigation Act and by George Elton, the Customs Commissioners' Surveyor for the Navigation [Act] ; and that said Henry and Anne went out of London port 1676, with 30 pieces of ordnance and ammunition proportionable, and returned from Virginia in 1677, being her second voyage ; it not appearing that she was mounted with 30 guns and ammunition proportionable in her first voyage. Sept. 27. Royal warrant to the Attorney or Solicitor General for a great seal for a grant to William Paston, Esq., of an annuity or yearly pension of 1,000l. for ten years from 1678, Sept. 29 : the same being by computation the term unexpired in the lease granted by the indenture under the great seal dated 1666, April 5, whereby the King demised to Sir Robert Paston, now Visct. Yarmouth, the wood farm for 21 years from 1667, Sept. 29, at 2,700l. per an. rent, which rent by another indenture dated 1667-8, Feb. 20, was increased by an additional rent of 3,800l. per an. : out of which rents the king has already made grants and discharges amounting to 4,600l. per an. more or less, over and above the 1,900l. which was ordered to be paid to William Goulston, gent., by the privy seal of 1677, Aug. 9. The present grant is to be paid out of the rents of said farm. The said farmer is to pay same and such payments are to be allowed to him upon account. Brouncker, Chancellor and Keeper of the Great Seal to said Queen ; Henry, Earl of Clarendon ; Sir Richd. Bellings, Kt., Principal Secretary to said Queen ; John Hervey, Treasurer and Receiver General to said Queen ; William Montagu, Chief Baron of the Exchequer ; and John Hall, Surveyor General to said Queen), to grant to Henry, Earl of St. Albans after the death of the said Queen Consort, or during her lifetime with her consent, a further term for 31 years in the manors of Byfleet and Weybridge, co. Surrey, with the park, warrens and other things thereto belonging comprehended within said Queen Consort's jointure : without fine and at the old rent of 16l. 3s. 8d. per an. : same being now in lease to him for several terms granted to him by the late Queen Mother and her late Trustees at the said rental, of which terms 27 years or thereabouts will be unexpired at Michaelmas next : the King being pleased to grant same on said Earl's petition and in consideration of his good and faithful services. Reference to the Customs Commissioners of the petition of Roger Paxton, master of the ship Teneriffe, of London, who took in at Leghornfour bales of dimities, four small baskets of drugs and a box of rhubarb consigned to Malaga, but was forced for the convenience of a convoy to bring same to London, where they are seized : which seizure he prays to be discharged. Privy seal for 30l. per an. to the bishop of Exeter to be by him paid over to such minister as shall be the incumbent within the borough of Lostwithiel : to commence from Lady day last and to continue during pleasure : the King being "piously disposed for to give an encouragement to an able minister to take care of the souls of the inhabitants" of the said borough "where, as we are informed by the humble petition of the Mayor and chief burgesses of the said borough, they are destitute for want of the allowance they formerly received from our farmers of the pre-emption of tin." The payment is to be made quarterly, and is to be by striking tallies on the Receiver of the Duchy of Cornwall or by the Lord Treasurer issuing warrants to them or by other apt means.
